MINUTES
HIGHLAND BEACH TOWN COMMISSION
December 5, 1967
The regular monthly meeting was called to order by Mayor Hackman at 7;25 P.M.,
December 5, 1967. Commissioners Hackman, Bunn, Beekman and Wingle were present.
Commissioner Noble was absent due to illness.
Minutes of Regular meeting of November 7th were read, also minutes of Special meeting,
November 18th. Donald Ross voiced an objection to an omission in the minutes regarding
the decision on the sign at Winterhalter Inn and the renaming of Russell Drive.
Minutes were then passed on motion by Commissioner Wingle and seconded by Commissioner
Bunn.
Finance Commissioner Bunn reported that the balance of the construction funds are
still in treasury bills and a withdrawal was made last month to cover accounts payable
on the plant construction.
Public Works Commissioner Wingle reported good progress on the construction at the
plant in spite of delays on special orders for materials. Part of the fence has been
moved and the balance will soon be moved and added to the new location. A proposal
for building and extending the wall on the south line at Town Hall was read. R. S.
Harrison bid $394.Q0 for the job. A bid from BET Construction, Inc. was read for
construction of the wall at the water plant. It was bid at $7.50 per lineal foot.
Mayor Hackman stated that the wall was not of immediate practical need and suggested
• delaying the construction until some time in 1968, stating that he has discussed this
with the Boca Council and the adjoining residents at the plant and they have assured
him there is no need for immediate action on the wall. Also, it was discussed to
inquire about the difference in cost of a solid wall as opposed to a decorative wall
such is used in Boca and Delray to screen shopping areas.
Mr. Kemery reported that much. more technical information is needed before he could
arrive at a feasable working plan for the improvement of the West Side properties.
Mr. Kemery also suggested an improvement to the west side could be accomplished by
the moving of state road right-of way 25 feet west. The development of a private
beach club to be used by residents only would also aid in the development of proper-
ties on the west side of the highway who have no access to the beach. It was noted
that the lack of access to the beach will deter the development of west side proper
ties. Open discussion followed on the easement for Delray Beach White House properties
and the status of deed restrictions at this time.
Special Sign Committee, consisting of Commissioner Beekman, Mr. Marvin Kemery and Mr.
Lou Horton, had no report.
Resolution No. R-147, to install 6 additional street lights in the Bel Lido area
was read and passed on the affirmative vote of all Commissioners present. Resolution
#147 is Page 3 of these minutes.
Bills and accounts were read and approved for payment.
