1966.02.01_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION FEBRUARY 1, 1966 The regular monthly meeting was called to order by Mayor Hackman at 7:20 P.M. February 1, 1966. All commissioners were present. The minutes of the regular monthly meeting of January 4, 1966 were read and approved on the motion of Commissioner Noble, seconded by Commissioner Bunn, and the affirmative vote of all commissioners. Commissioner Bunn stated that the delay on the bond issue was caused by the New York office of Attorneys Caldwell, Trimble & Mitchell, who held up, or buried the papers, supposedly waiting for a decision~on how the issue should be presented due to two pro- posals being included in the total issue approved. He said Mr. McCready, fiscal agent representative, had called to advise that processing of the papers had been completed and they should be at Town Attorney Reed's office in a few days. He reported that all commis- sioners attended the County Commission meeting in Palm Beach, January 18th, and that a motion to include Highland Beach in Fire District #9, with fire district tax to be included on 1966 county tax roll, was passed unanimously. Tax Assessor Maxwell has since ques- tioned, or opposed, the tax item on the basis that this was not included in the 1966 County budget and has asked for a legal opinion or decision from County Attorney Lilienthal.' Commissioner Noble advised that printing and binding of the new Zoning Ordinance had been completed and copies were available at a small cost, to interested persons. Commissioner Jones reported on a meeting of all commissioners on Wednesday, January 25, 1966, called for the purpose of opening contractor bids for drilling and equiping a new 8" well. Mr. Ron Dickson, representing Town Engineers Brockway, Owen and Anderson, and Mr. Baker of Alsay Drilling Co. , also attended. Mr. Dickson stated that three contractors requested specifications but Alsay Drilling Co. submitted the only bid. After studying and discussing the bid presented, the commissioners agreed that no immediate action should be taken; that the Alsay,bid was not in accord with estimated cost figures of Mr. Anderson of the Town Engineers' office, and he should be asked to review and check with Alsay Drilling, and that advice would be needed about ad- vertising for new bids as the number of contractors in this field are limited and interested. in larger work. It was agreed that a meeting should be arranged. with Mr. Anderson, and Town Manager Dailey said one had been scheduled for 10:00 A.M. February 7th. Commissioner Jones mentioned that another important matter which has been developing is the question of installing some street lights in the town. With Boca and Delray installing lights, he stated that serious consideration must be given to this question in the immediate future as Bel Lido developers, who will be at this meeting later, and others who are plan- ning on building, will expect an answer. With this in mind, he advised that he had made a survey of the town by car; had contacted Mr. Charles Senior, head of the local Florida Power & Light Co., and had made an appointment for tomorrow (~11Tednesday, Feb. 2) at 10:00 A.M. to discuss details, costs, etc. Mr. F. E. Rice and Mr. N. W. Chadwick, representing Bel Lido developers, arrived just prior to the completion of Commissioner Jones' report. New ordinance readings were tem- porarily postponed to allow them to speak to the commission. They stated that they were interested in getting the commission's feeling, or position, on two items; maintenance of the planned landscaping of the entrance to Bel Lido, and installation of two street lights near the new construction. They explained that landscaping plans, which they had expected to have with them, had not been completed. Ordinance 133, approved on first reading January 4, 1966, was read. Commissioner Noble moved, and Commissioner Jones seconded, a motion that Ordinance 133 be approved and passed without amendment on second reading.. All commissioners voted in the affirmative. Ordinance 135 was read: "AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA, BY AMENDING PORTIONS OF SEC. 2C OF THE CHAPTER ENTITLED, ".TAXATION AND FINANCE" IN THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA". Commissioner Jones moved that Ordinance 135 be approved on first reading. Commissioner Noble seconded and all commissioners voted in the affirmative.
