MINUTES: HIGHLAND BEACH TOWN COMMISSION MARCH 1 , 1966
The regular monthly meeting was called to order by Mayor Hackman at 7:20 P.M. ,
March 1, 1966. Commissioners Hackman, Bunn, Noble and Johnson were present.
Commissioner Jones was absent.
The minutes of the regular monthly meeting of February 1 , 1966 , and special meetings
of February 5 , 1966 , and February 7 , 1966 , were read and approved on the motion of
Commissioner Bunn, seconded by Commissioner Noble and the affirmative vote of all

Mayor Hackman expressed the regrets of the Commission for the absence of
~;~ . Commissioner Jones due to illness .
,~ Commissioner Bunn reported that the ordinances authorizing the long delayed bond
issue were ready for first reading at tonight's meeting and after second regular meeting
reading and approval„ publication, and court validation would follow.
Commissioner Noble reported writing to Mr. E. L. Seabrook requesting mosquito spray-
ing at frequent regular periods, cleaning of the present drainage ditches and digging of
new ones in the Delray White House vacant property, and suggesting that the pellet
experiment, washed out by the record rains, might be tried again. She read portions
of a report from town representative Mrs . Betty Roth , who attended the regular meeting
of the Resources Development Board. Her report detailed the various problems and
projects needing consideration or requiring action.
Commissioner Noble stated that she had talked with Chief Conklin of Del Trail Fire
Department about fire extinguishers and he had advised that they would pick up, refill
and return the same day for $1.50 each.
The proposed new Intracoastal bridge came up for discussion. Rumors and news reports
indicating that 40th Street in Boca seemed to be favored as the new location, met with
the unanimous disapproval of the Commission. Mayor Hackman stated that choice of
this site would not be an equitable decision as Boca and Delray each have two bridges.
Also, with no business or service establishments in the town, residents, and tourists
in Highland Beach were dependent on Boca and Delray for their needs, and with Boca
growing to the North and Delray South, the logical location for a bridge should be mid-
way between the two cities. Noting that the proposed bridge would be located 2-1/2
miles South of this midway point Commissioner Bunn moved that a letter be sent to
County Commission Chairman George V. Warren expressing the opinion of the Commission,
and asking for consideration of a central location before making a final decision. '
Commissioner Noble seconded the motion and all Commissioners present voted in the
affirmative .
Town Manager Dailey reported that questior5s and complaints were still coming in about
the condition of the vacant White House property and the Commission agreed that a
final notice should be sent Mr. Stienhardt to move the storage shed or the town would
have it moved with the cost charged to the property.

Due to the absence of Commissioner Jones , Town Manager Dailey reported on the
cost and recommendation of Florida. Power and Light Company for installation of
planned street lights on A-1-A, and in Bel Lido subdivision as submitted by
Mr. Charles Senior and John I. Rogers. After a short discussion, all Commissioners
agreed that the proposal and suggestions of Florida Power and Light Company should
be approved . Commissioner Bunn moved that Florida Power and Light should be
authorized to install twenty (20) street lights (5 in Bel Lido of 4500 lumens , and
15 on A-1-A of 11000 lumens) located as shown on the town map, and in accord with
recommendations of Commissioner Jones and Engineer Rogers , and that any needed
light company requirements should be completed as soon as possible. Commissioner
Johnson seconded the motion and all Commissioners present (Hackman, Bunn, Johnson,
and Noble) voted in the affirmative.
Town Manager Dailey stated that the developers in Bel Lido and Mr. Inclema, who
owns eleven lots in Highland Beach Isles , had talked with him about erecting some
street markers to identify the few streets in the town, and that he had a price of
90~ a foot for concrete markers 6" x 6" x 8 feet long or $7.20 each. With Postmaster
and Secretary Aileen Mognet volunteering for the stencilling, it was unanimously
agreed that Town Manager Dailey should order the markers .
Ordinance #135 , approved on first reading February 1 , 1966 , was read . Commissioner
Bunn moved and Commissioner Noble seconded a motion that Ordinance #135 be
approved and passed without .amendment on second reading. All Commissioners
present voted in the affirmative.
Ordinance #136 was read.
Commissioner Bunn. moved that Ordinance #136 be approved on first reading.
Commissioner Johnson seconded and all Commissioners present voted in the affirmative.
Ordinance #137 was read.
Commissioner Bunn moved that Ordinance #137 be approved on first reading.
Commissioner Noble seconded and all Commissioners voted in the affirmative.
Ordinance #138 was read.
Commissioner Bunn moved that Ordinance #138 be approved on first reading.
Commissioner Johnson seconded and all Commissioners voted in the affirmative
Meeting adjourned at 10:00 P.M.
