MINUTES: HIGHLAND BEACH TOWN COMMISSION APRIL 5 , 1966
The regular monthly meeting was called to order by Mayor Hackman at 7:20 P. M. ,
April 5, 1966. All Commissioners were present,
The minutes of the regular meeting of March 1, 1966, were read and approved on
the motion of Commissioner Bunn, seconded by Commissioner Jones and the affirma-
tive vote of all Commissioners .
Mayor Hackman read a letter from the secretary of Mr. Milton F . Stienhardt , dated ,
April 2nd, 1966, advising that due to illness, Mr. Stienhardt would not be able to
attend the Council Meeting, as previously planned, to present plans for completion
of the Delray White House and would prefer presenting them in person rather than
sending his assistant. It was suggested and agreed that a letter should be sent
Mr. Stienhardt asking him to arrange an early meeting with the Commissioners.
Commissioner Bunn gave a progress report on the bond issue, stating that. he had
kept in contact with Mr. McReady, fiscal agent representative: that Mr. McReady
had visited the Town Hall to get additional data on town tax assessments , millage ,
collections , etc . , for previous years , and other than regular routine requirements
prior to validation, there should be no further delay, but due to the present market
condition, the bonds probably could not be sold at 4% interest as expected. He added
that Town Manager Dailey had received inquiries from local interested residents
about the issue and that it seemed possible that the bonds can be sold locally at 4%
interest .
Commissioner Noble reported on the recent insect spraying, and that the drainage
canals were in the process of cleaning and after completion more spraying was
promised.
Commissioner Jones commented that the unexpected delays of the water plant bonds
were unfortunate but work on the #3 well was about completed and it would soon be
in use . He also reported that Florida Power and Light Company could give no definite
date on completing the installing of street lights but had promised that the lights in
Bel Lido would be ready by Sunday, April 10th, the date set for the formal opening of
the models .
Mayor Hackman suggested that we could show our appreciation to the developers for
their interest, co-operation and improvement by a visit to the models on opening day.
He advised that they had hired Attorney Donald Reed to aid in their newly formed
Property Owners Association which aims to adopt uniform standards and regulations
for the area that would be for the benefit of all property owners and for the town. die
noted that the lot mowing project had greatly improved the entire area and was partially
responsible for the recent increased interest shown.
Town Manager Dailey advised on the drainage problem of Mr. Peter Guala; directional
stakes are in, and pipe laying will follow, and added that the town would do all that
is practical to remedy any other drainage problems of town responsibility.
Mayor Hackman suggested that some consideration should be given in the near future
to the type of building needed for housing the new well and pump and that it should
be in harmony with the neighborhood and not be objectionable to local residents .

A decision on colors for painting the fire hydrants was postponed in order to get the
suggestions or opinion of Fire Chief Conklin of Del Trail Fire Department.
Parking space for visitors and customers stopping at the Town Hall was discussed.
Town Manager Dailey said the broken pavers in the walk were a hazard: that the
fence in front should be moved: that with no definite parking area , people were
confused about what door to use, and that planning for paving a parking area and
making the needed changes, should be done prior to the start of construction of the
fire house addition. All Commissioners agreed with Commissioner Bunn that Town
Manager Dailey ask for bids on the proposal.
Mayor Hackman read a letter and proclamation enclosure from Attorney John E. Bollinger,
representing Palm Beach County Bar Association, requesting that Sunday, May 1st, be
designated a s "Law Day - U . S .A. " in accord with the President's Proclamation .
With unanimous Commission agreement, Mayor Hackman proclaimed May 1st as Law
Day -U.S.A. and this Proclamation is posted on town bulletin board.
Ordinance #136: Approved on first reading March 1 , 1966 was r+~ad. Commissioner
`~ Noble moved and Commissioner Jones seconded a motion that Ordinance #136 be
~: approved and passed without amendment on second reading. .All Commissioners voted
in the affirmative.
Ordinance #137: Approved on first reading March 1 , 1966 was read. Commissioner
Bunn moved and Commissioner Johnson seconded a motion that Ordinance #137 be
approved and passed without amendment on second reading. All Commissioners voted
in the affirmative.
Ordinance #138: Approved on first reading March 1 , 1966 was read. Commissioner
Noble moved and Commissioner Johnson seconded a motion that Ordinance #138 be
approved and passed without amendment on second reading. All Commissioners voted
in the affirmative.
Meeting adjourned at 11:00 P. M.
