The regular monthly meeting was called to order by Vice Mayor Bunn at 7:10 P. M.
Commissioners Bunn, Noble and Johnson were present. Commissioners Hackman and
~! Jones were absent.
The minutes of the regular monthly meeting of July 5th , 1966 , were read and approved
on the motion of Commissioner Bunn, seconded by Commissioner Noble and the
affirmative vote of all Commissioners present.
Commissioner Bunn reported that the first interest payment from the Federal Home Loan
Notes had been received and that another possible delay in starting construction on
the water plant was eliminated when the Boca Raton Council waived a public hearing on
the addition to the existing plant. Their decision, based on the fact that the present
plant was built years prior to the new ordinance , will enable the town to go ahead with
advertising for bids after State Board of Health approval of plans.
Town Manager Dailey advised that the water plant plans would be available for inspec-
tion by interested persons: that piling would be in before the season: that demoli-
tion of the Kost building would start as soon as electric power is cut off .
Commissioner Bunn read a letter dated July 29 from the Highland Beach Apartment
Owners Association suggesting that further action on a new sign ordinance be postponed
as the present ordinance seemed. adequate at this time. All Commissioners agreed that
the new proposed sign ordinance be tabled indefinitely as it was patterned after the
Boca sign ordinance that is being subjected to much criticism and will, no doubt, be
revised .
Commissioner Bunn read another letter from the Association dated July 30th calling
attention to the lack of directional signs to Highland. Beach; submitting a sketch of their
location recommendations for directing motorists through Delray and Boca Raton after
leaving the Sunshine Parkway exits and requesting that the Town Commission act to
secure these needed signs .
Commissioner Bunn. stated that he would be in Fort Lauderdale the next day and would
contact the State Road Department office and present the Association letter and diagram
and the Commission approval of their request and ask to have the signs erected.
Town Manager Dailey and others present related various recent disturbances such as a
mail box damaged by an explosive; all hour parking in Bel Lido with noise and fights;
illegal bon fires; tresspassing on unoccupied properties and night hauling and dumping
of trash . As most of the annoyances and malicious mischief occur on week ends , it
was suggested that the cost of hiring a week end patrolman or a private patrol service °-
beinvestigated .
Ordinance #139 approved on first reading July 5, 1966, was read. Commissioner Noble
moved and Commissioner Johnson seconded a motion that Ordinance #139 be approved
and passed without amendment on second reading. All Commissioners present voted in
~ the affirmative .
