1966.10.04_TC_MinutesMINUTES: HIGHLAND BEACH TOWN COMMISSION OCTOBER 4, 1966
The regular monthly meeting was called`to order by Mayor Hackman at 7:25 P. M.
~, Commissioners Hackman, Bunn, Noble. and Johnson were present. Commissioner
Wingle was absent.
Commissioner Johnson read a letter from realtors McLaren and Anderson offering 75
feet on U.S.#1 -- 300 feet deep, adjoining the water plant property, for $15,00.00.
All Commissioners agreed on advising them that the town had no need for this property.
Commissioner Johnson read a letter from Florida Power and Light Company, answering
a town inquiry, quoting a yearly price of $84.60 for three poles and two additional
lights in Bel Lido. Mayor Hackman stated that he had talked with Fire Chief Conklin
about a patroling place that would probably be more effective than additional lights in
eliminating the Bel Lido night problems . It was agreed that no action be taken on the
lights .
Mayor Hackman stated that opening of bids on the water plant was being delayed as
suggested by the town engineers . Only two bids were submitted and the engineers
explained that other construction firms were interested in bidding but were busy
figuring two other much larger projects but would probably bid on our work if they had an
extension of time. A special meeting was scheduled for October 25, 8:00 P.M.
Commissioner Bunn reported that the tentative budget was completed and when the
county tax roll figures were available the final budget and tax rate could be determined
and that the August financial statement was posted on the bulletin board. Also that
he was reinvesting monies from redeemed bond notes at the best interest rate obtainable.
Commissioner Noble stated that after the Kost debris clean-up there was still a dead
palm tree and a pile of storm shutters stored outside that were a hazard. Town Manager
Dailey said he would contact the clean-up man and see that some action was taken.
Commissioner Noble mentioned an inquiry from Mr. George ~Rekolt, 3510 South Ocean
Boulevard, about a small hand craft shop on his property. As he had previously been
advised that this would not conform with zoning, no action was taken.
A letter to Town Manager Dailey from Mr. Nicholas Fasano requesting a rezoning of
property adjoining the Town Hall site to Commercial was discussed. It was decided
that further investigation and consideration was needed before a definite, formal
reply was made .
Town Manager Dailey introduced Mr. Earl. Harvel of Harvel and Deland, who had been
asked to submit a plan and cost for much needed water meter updating . He outlined
his plan for removal and repair and checking all meters , gave an estimated cost of
meter repair and cost of jumper connection when meter is out, which varies according
to size of meter. During the lengthy discussion, Commissioner Bunn suggested that
plastic pipe might be used to make the jumper connection while meter is out for
repair, at a considerable saving. Commissioner Bunn and Mr. Harvel agreed to meet
to further check on the feasibility of this new idea.
Meeting adjourned at 9:30 P. M.
