MINUTES: HIGHLAND BEACH TOWN COMMISSION NOVEMBER 1 , 1966 7:25 P. M.
The regular monthly meeting was called to order by Mayor Hackman at 7:25 P.M.
Commissioners Hackman, Bunn, Noble and Wingle were present. Commissioner Johnson
was absent. The minutes of the October 4th regular meeting were read by Mrs. Mognet,
who substituted for Commissioner Johnson in his absence. The minutes stood as read on
motion by Commissioner Bunn. seconded by Commissioner Noble. Mayor Hackman
related that the minutes of the special meeting of October 25th will be completed and
read at the next regular meeting .
A letter was read by Mrs . Mognet from. Oscar Dooley and Associates requesting per-
mission to place a real estate "For Sale" sign on the property belonging to Max Miller.
It was noted the sign he had requested permission for was nonconforming according to
the present sign ordinance. All signs, it was noted, are 2' x 3' and Mayor Hackman
asked if there should be any special consideration given for a larger sign. Commissioner
Bunn made a motion that we hold the sign size to the present 2' x 3' . Commissioner
Wingle noted that it was advisable to restrict the size as it now stands and seconded
the motion. All Commissioners were in agreement.
Commissioner Bunn reported that they have continued to work on the budget and it will
not be published until the Tax roll from the County is acquired. At that time they will
hold another meeting and establish a proper millage. Monies of the bond fund have been
invested again at the best possible interest rate. It was noted by Mayor Hackman. the
first interest payment on the bonds was payed November 1st . The next payment is due
May lst.
Commissioner Noble reported she has written to the State Liquor Board, but has had no
reply. Also the County recently fogged for sand knats and will call again for more
spraying. Commissioner Noble announced that Mr. Marvin Kemeny has agreed to serve
as a representative on the Resources Development Board.. Mayor Hackman expressed his
appreciation to Mr. Kemeny and noted that it is a very important board and is beneficial
to all communities . He assured Mr. Kemeny that the Council will back up any decisions
or actions Mr. Kemeny feels are needed to represent our community on this board.
Commissioner Wingle reported his committee has decided that the bids for the Water
Plant Construction were entirely too high. Commissioner Wingle made a motion to
reject all the bids and proceed on our own to see what other arrangements can be made
to handle the construction. Possibly at a great savings to the taxpayers . The motion
was seconded by Commissioner Bunn, All the Commissioners were in agreement. Mayor
Hackman asked Commissioner Wingle and his committee to go ahead with plans for
another course of action . Commissioner Bunn stated that the bids were over $110 , 000
above the engineers estimated figures for the construction.
Commissioner Bunn gave a vote of thanks. to Dr. Dailey for the time and effort that he
has expended on this project. It was noted that they do need another man on the committee
to help on the project. Commissioner Bunn, Commissioner Wingle and Dr. Dailey are
now serving on the committee .
Mrs . Roth reported that the RDB has a membership drive in progress as they are far below
their expectations and the Board survives soley on membership fee .

Dr. Dailey asked the Commission its feelings on a proposed hotel to be built on
Ocean front and the question of the feasibility of the builder-owner obtaining a liquor.
license. Mayor Hackman stated that they would first have to bring their plans before
the Zoning Board, and if all regulations were in accord with the local,. State and
County regulations covering liquor license, the Commission would welcome such an
addition to the Town. After some heated discussion it was agreed that first the builder
must present his plans and references to the Zoning Committee and Mayor Hackman
stated that he would then welcome such an addition .
