1966.12.06_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION DECEMBER 6 , 1966 7:15 P, M. The regular monthly meeting was .called to order by Mayor Hackman at .7:15 P. M. Commissioners Hackman, Bunn, Noble and Wingle were present. Commissioner Johnson was absent . Minutes of the last meeting were read. The minutes stood as read on motion by Commissioner Noble, seconded by Commissioner Wingle. Commissioner. Noble reported she had a reply from the State Liquor Board and they stated they were of the opinion there is no license available for Highland Beach. They advised writing to the district office in West Palm Beach for further information. As yet there has been no reply. Commissioner Bunn announced the investment of $16,000 tax receipts in Treasury bills which will earn 5.337% and will mature late April in time for the first bond pay- ment May 1st . Commissioner Wingle reported the progress made on coordinating the construction plans for the water plant. Commissioner Wingle stated that in his opinion the most important problem at the moment is the meter repair and overhaul. Many meters are old and not recording properly. Commissioner Wingle expressed his thanks to the committee for the efforts in the past month, also the engineering firm of Brockway, Owen and Anderson,. especially Mr. Charles Anderson, whom then was invited to make a report on the progress to date . Mr. Anderson reviewed the events in the program beginning with the referendum election last November, plans and specifications for the project have been prepared, submitted to the State Health Department, passed by that Department, and advertising for bids on the construction. These bids were received and opened on October 25th. The bids, in Mr. Anderson's opinion, were not realistic nor a true indication of costs. It becomes necessary to evaluate to see what could be done as an alternative. Mr. Anderson has procured bids and information on separate contracts . The findings are that the costs can be reduced to nearly. $220 , 000 .00 , and he stated further that perhaps more savings can be realized. From these findings, Mr. Anderson advised entering into separate contracts for the construction. He further stated the work could begin in approximately three weeks . Mayor Hackman expressed the feeling that we are overly optimistic in the early begin- ning . Commissioner Wingle stated that if Mr. Anderson felt this could be done, we are more than pleased. Commissioner Wingle felt perhaps construction could be six weeks away . Mrs. Betty Roth asked the Commission about patrolling by Security Police. Mr. Peter Guala asked also the hours of patrolling. It has been reported the trash dumping and traffic on Highland Beach. Drive is still objectionable. Mr. Schermerhorn asked about the protection offered and who should be called in case any help is needed . Mayor Hackman advised the citizens to call the County Sheriff's Office and in extreme '+~ emergency the Security Police will come to our aid . It was noted by Mayor Hackman that our greatest nuisance is the parking and traffic problem. Commissioner Bunn .stated that they have cars using their parking lot for public "turn around" . PAGE DECEMBER 6 , 1966 Ann Meeker reported that cars even pull in her drive and walk through to the beach . Commissioner Bunn stated that it is the Commission's plan to use the fireman on night duty to fill in by patrolling the Town at night . They would be in touch with the station by .radio at all times . It was advised by Commissioner Noble to turn lights on in the house when a disturbance is heard and this sometimes discourages the intruder.. Donald Ross asked the Commission for suggestions on how best to solve the trash problem. The Town has a garbage contract, but trimmings from trees and lawns become a problem to some. It was reported that some residents have paid extra to have trash removal. Mr. Schermerhorn reported that the pick-up men left all his empty paint pails , in fact , strewed them about in the process of picking up the garbage. Mayor Hackman said that County Sanitation should be notified by the Town and they should determine if it is carelessness on the part of the pick-up men. Mayorldackman recommended that a survey be made to determine the number of citizens who would require this service, as some have lawn men who remove all their trimmings and trash. Also it was recommended that County Sanitation be asked to canvas the Town and determine what the cost of such service would be for the individual property owners . Commissioner Bunn suggested that the Commission accept the new proposal made by Brockway, Owen and Anderson, subject to the Town Attorney's approval, and a motion to this effect was made by Commissioner Noble, seconded by Commissioner Wingle, and approved by the entire Commission.
