A special meeting called by Mayor Hackman for the prime purpose of studying and dis-
cussing the proposed amendments to the charter as recommended by the Charter
Revision Committee, and arranging for the necessary procedure before presentation
to the state legislature. All commissioners were present.
The following four proposed .bills or charier changes to be submitted to the legislature
were discussed:
(1) Providing for registration of electors , setting election dates and practices ,
regulating terms of officers , providing for filling commission vacancies ,
and providing for absentee ballots .
(2) Providing for discounts on early payment of taxes and penalty for delinquent
payment .
(3) Providing for changing of the fiscal year.
(4) Providing for appointment, compensation and qualifications of a Town judge.
The various other requirements were talked over such as drawing up the proposed
change in legal phrasing, advertising, posting on the town bulletin board, etc.
Commissioner Bunn moved and Commissioner Noble seconded a motion: That the
recommendations for proposed charter changes by the Charter Revision Committee
be accepted as presented and that attorney Donald H. Reed, jr. , a member of the
State Legislature , be appointed to draft the changes in .legal form; that arrange-
ments be made for required advertising; and that any other necessary action prior to
` submitting to the legislative clinic be resolved by consultation with attorney Reed..
All commissioners voted in the. affirmative.
The water plant rehabilitation program and plant expansion planning were again
reviewed . Town Manager Dailey reported on his various check up tours in the
town and at the plant and the many trips to West Palm. Beach for advice and
consultation with Weber, Brockway and Weber, the town engineers ., and added
that the time and traveling expense had been much more than he had anticipated.
All commissioners felt that Town Manager Dailey should be given additional car
expense to cover this extra traveling. With a suggested. amount and Town Manager
bailey's approval, it was agreed by the town commission to increase the car expense
allowance to $150.00 a month,- a<~F _
