MINUTES: HIGHLAND BEACH TOWN COMMISSION SPECIAL MEETING MARCH 14, 1965
9:00 A. M.
• A meeting requested by Town Manager Dailey to discuss and possibly make preliminary
or tentative decisions on a water plant site, and other matters that needed consideration
prior to the regular monthly meeting. Commissioners Hackman, Bunn, Noble and
Johnson were present. Commissioner Jones was absent. Town Manager Dailey detailed
contacts and negotiations. with certain property owners to purchase a suitable site for
the proposed addition to the water plant. The various locations and proposals mentioned
were discussed and it was agreed by all commissioners present that a sales agreement
submitted for purchase of a property considered most desirable for town purposes should
be accepted, with possibly a few minor changes .
Town Manager Dailey reported that town attorney, Kenneth M. Dix had notified him by
phone that due to the increasing demands of his private practice, hewas resigning as
town attorney, and suggested that action be taken on his replacement. The law firm of
Reed and Deschler, of which state legislator Donald H. Reed, Jr, is the senior member
was selected, subject to their acceptance, for appointment as Town Attorneys by
mutual agreement of all commissioners .
The subject of the additional duties , time and service required in the Post Office
operation was .brought up by Town Manager Dailey. He felt that his assistant, Mrs.
Eileen Mognet, who handles this .extra detail, should be given a salary increase of
the amount the Post Office Department pays for operation of the Post Office Branch.
It was. agreed that his suggestion be granted. However, Post Office Department rules
presented another problem. Mayor Hackman explained that a branch Post Office
cannot be operated by a Town or Council, Mayor or Manager; that it is the responsibility
of one person who must be accepted as reliable and also bonded; that monthly checks
are made out and sent to Clem Frank Hackman who was instrumental and successful
in getting the branch; that this revenue is not income tax deductible even if turned
over to the town for distribution, and has to be reported as his personal income.
After Mayor Hackman agreed to accept this tax situation , the commission voted
unanimously to increase the salary of Mrs . Eileen Mognet to the amount of the Post
Office payment. It was also suggested that some future arrangement with the Post
Office Department might relieve Mayor Hackman of his obligation.
By general agreement , the meeting was adjourned at 11:00 a . m .
