MINUTES: HIGHLAND BEACH TOWN COMMISSION SEPT 7, 1965 SEPT 21 , 1965
Due to Hurricane Betsy the regular monthly meeting was recessed until 7:00 PM
September 21 , 1965 .
The recessed meeting of September 7, 1965, was called to order by Mayor Hackman
at 7:15 PM, September 21 , 1965. All Commissioners were present.
The minutes of the regular meeting of August 3, 1965 and the special meeting of
August 14, 1965, were read and approved on the motion of Commissioner Jones, seconded
by Commissioner Noble, and the affirmative vote of all Commissioners.

Mayor Hackman opened the meeting by expressing his appreciation and thanks to the
Commissioners for the accomplishments during his absence. He-:mentioned that charter revi~
sions, reviewing, and amending obsolete ordinances, upgrading and repairs to the water
plant, and Town Hall were expensive, but needed, and would pay dividends in town revenue,
public service, and future progress.
Commissioner Johnson reported that the budg~'t is about ready for approval, that all
preliminary work has been done, and the result of the referendum, and terms of the
bond issue, will be the determining factors of its final completion and adoption.
He stated that if approval of the bond issue is voted , the tax rate would probably be
3 mills, or possibly less.
Finance Commissioner Bunn supplemented Commissioner Johnson's budget report by
stating that a number of expenses , particularly the water plant and Town Fall, would

be notia recurring, which made it difficult in setting up the budget. He stated that
terms and financing costs on the proposed bond issue were very favorable and that
contacts with the fiscal agent and bonding company indicated that progress was being
made, with notices and resolutions being prepared for the referendum, and again
stressed the importance of voting on this very important issue. He called attention
to a letter from Mr. Charles A. Anderson., Vice President of Brockway., Weber and
Brockway, Town Engineers, enclosing pages ~9 through 43 of Public Law 89-117 -
Housing and Development Act of 1965, which pertains to Grants for Basic Water and
Sewer Facilities and for Neighborhood Facilities . Subject to numerous requirements ,
determinations and provisions, grants up to 50% of cost can be authorized. Comments
indicated that requirements could cover a number of objectionable conditions but it might
be well to get further information about what is needed to qualify for a grant.
Commissioner Noble reported that the building and zoning ordinance would be completed
by the week end . Also that the county mosquito control are cleaning the canals , but
further control action has been delayed until breeding places, such as the vacant
property adjacent to the Delray White House, and others, have been eliminated.
In a short informal discussion, it was agreed that Mr. Stienhardt should be given
until October 24, 1965 to fulfill his promises at a meeting with the Commissioners on
July 24, 1965, in which he stated that problems involving the property should be solved
within 90 days, and he expected to be able to start the planned additional buildings
immediately after financial details were resolved. It was also agreed that a reminder
letter should be sent to Mr. Stienhardt, informing him that future commission action

would be taken unless the promised cleaning and filling was done .
Ordinance #130 -approved on first reading August. 14, 1965, was read. Commissioner
Bunn moved and Commissioner Jones seconded a motion that Ordinance #130 be
approved and passed without amendments on second reading. All Commissioners
voted in the affirmative.
Ordinance 131 approved on first reading August 14, 1965, was read. Commissioner
Jones moved and Commissioner Noble seconded a motion that Ordinance 131
be approved and passed without amendment on second reading. All Commissioners
voted in the affirmative
By unanimous agreement the meeting was adjourned at 8:45 PM.
