MINUTES: HIGHLAND BEACH TOWN COMMISSION OCT . 5 , 1965
• The regular monthly meeting was called to order by Mayor Hackman at 7:20 P. M. ,
October 5, 1965. All Commissioners were present.
The minutes of the regular monthly meeting recessed from September 7, 1965 to
September 21, 1965, .and the Special Meeting of September 27, 1965, were read,
and approved on the motion of Commissioner Noble, seconded by Commissioner
Jones, and the affirmative vote of all Commissioners...
Mayor Hackman reported that needed preliminary legal and routine requirements
prior to the bond issue referendum on November 2, 1965, had been, or would be,
arranged: that the first notice and the resolution had been published on Septem-
ber 20, 1965, in the Boca Raton News, Boca Raton, Florida: and that the notice
and the resolution had been posted in ten different places in the Town. He added
that the Town is in the path of progress, and must keep abreast of it with improve-
ments that will encourage builders , developers and vacant and improved property
owners , and the resultant building and population growth will be of benefit to the
Town and all who have investments in it. He read portions of a letter from the
- Resources Development Board of Palm Beach County, advising that the terms of
Mrs. Betty Roth and Mr. Milton Beekman had expired, and rega.esting reappoint-
ment, or new appointment for these expired terms. A motion by Commissioner Jones,
seconded by Commissioner Noble, that Mrs . Betty Roth and Mr. Milton Beekman be
reappointed, passed unanimously. (Mrs. Roth for 2 years - Mr.,.Beekman for 3
years . )
A notice from the Florida League of Municipalities, announcing the 39th annual
convention at the New Everglades Hotel in Miami, October 24, 25, and 26, was
discussed. It was agreed that the Town should have a representative and Mayor
Hackman moved, and Commissioner Jones seconded, that Commissioner Bunn be
appointed. All Commissioners voted in the affirmative.
Commissioner Bunn reported that there had been some isolated criticism and
questions about town finances and moneys spent which might.. need clarification.
In a review of expense items, he mentioned the purchase of the town hall and
water plant, site; the payment of principal and interest on the outstanding bonds,
the cost of improvements on the present water plant, which included a new
aerator, electric wiring, and other needed repairs; the property appraisal; and
greatly increased legal expense due to charter and ordinance revisions, and the
bond issue. He concluded by saying that a monthly financial statement is
available at the Town Hall to all interested persons .
The question of using the recent town property appraisal, or the county's new
100% evaluation figures, as a basis for the tax roll was discussed. In view of
pending suits against the county assessments , and the possibility of this happening
to the Town if our new appraisal was approved for tax purposes, the Commissioners
decided that the county tax roll should be adopted. Commissioner Bunn explained
• that, while our valuation figures required by the bonding company, were lower
than those of the county, the Town could not afford to defend them in court, and
by accepting the county tax roll, and any changes that might be decided by court

action, protests or complaints from town property owners would be adjusted to the
final Palm Beach County Tax Roll. Commissioner Bunn moved that the Palm Beach
County tax roll be accepted. Commissioner Johnson seconded and all Commissioners
voted in the affirmative. -
Commissioner Johnson reported that adoption of a final budget had been delayed.,
and postponed until results of the election, and terms of the bond issue were known,
but regardless of the outcome, the-tax rate should not be more than 3 mills.

Commissioner Noble stated that the town attorney had advised her that the long
promised Building and Zoning Ordinances were being typed and would be completed
in a few days .
Mayor Hackman mentioned the current work being done by the county to eliminate
breeding places of insects and mosquitos , and that canal cleaning and pellet
spraying should be helpful in checking this problem. He added that County
Commissioner Warren was going to survey road conditions on A-T-A through
Highland Beach to determine what .conditions should be corrected or improved.
Town Manager Dailey advised that he had been negotiating with Mr. Philip
Moreno, of County Sanitation, for an extension of his garbage removal contract
with the Town, and that they had arrived at an extension agreement that seemed
fair to both parties, and he was submitting it to the commission for approval.
Mayor Hackman asked Commissioner Jones to study the agreement, and give his
opinion at the next special commission meeting.
In agreement with Town Manager bailey's suggestion that all voters in the coming
election should sign an affidavit as freeholders, the meeting was adjourned at
9:00 P.M.

NOTICE OF BOND ELECTION IN THE TOWN
OF HIGHLAND BEACH, FLORIDA, ON
NOVEMBER 2 , 1965.
NOTICE IS HEREBY GIVEN that a bond election will be held on
the 2nd day of November 1965, in the Town of Highland
Beach, Florida, for the purpose of determining whether or not bonds of
said Town shall be issued in an aggregate principal amount of not ex-
ceeding TWO HUNDRED SIXTY-NINE THOUSAND DOLLARS ($268,000), and not
exceeding THIRTY-ONE THOUSAND DOLLARS ($31,000), bearing interest, at
such rate or rates, not exceeding the legal rate as shall be determined
upon the sale thereof and maturing not later than twenty (20) years
from the date of the issuance of said bonds, for the purpose of financing
the cost of constructing additions, extensions and improvements to the
water system of said Town, of refunding certain outstanding water oblige-
tions heretofore issued by the Town of Highland Beach and to pay part of
the cost of acquiring a Town Ha11 all as more specifically described and
provided in the resolution of the Town Commission of said Town calling
said bond election, adopted on the 27th day of September ,
1965, which said resolution is published in full below as a part of this
notice.
