1965.10.16_TC_Minutesr ! SPECIAL MEETING MINUTES: HIGHLAND BEACH TOWN COMMISSION OCT . 16 , 1965 10:00 A. M. A meeting called by Mayor Hackman, at the request of Town Manager Dailey, to make decisions on various town programs before the regular monthly meeting. All Commissioners and Town Manager Dailey were present. Commissioner Jones gave his opinion of the new extension of the garbage removal contract with County Sanitation. He stated he believed it to be a very fair and equitable agreement, and the provided rate increase for additional service to new buildings was moderate, and all other terms met with his approval. After a short review, a motion by Commissioner Jones, seconded by Commissioner Bunn, that the new contract extension be approved, was passed unanimously. Town Manager Dailey reported that he had just returned from a trip to the water plant to check on another pump failure, and arranged to have it repaired, but due to lack of stand-by emergency equipment, he felt that some immediate action should be taken to avoid any possible future water plant shut downs. Commissioner Jones moved that Town Manager Dailey be authorized to contact town engineers, Brockway, Weber and Brockway, with a view of getting plans and work started on anew well and pump as soon as possible. Commissioner Bunn seconded the motion and all Commissioners voted in the affirmative. Details of the bond issue referendum November 2, 1965, were reviewed and discussed. • It was agreed that a final budget should be completed and adopted as any difference in expected bond issue terms should not change the estimated expense figures enough to warrant a further delay. Using the tentative budget figures, and the county tax roll as a basis to establish the tax rate for the town, various millages were considered. Plans for future police and fire protection, and possibly extra help at the new water plant were discussed and it was agreed that if these extra expense items did occur there should be enough margin in the budget to cover. It was finally decided by ge neral agree~~nt that a tax rate of 3 mills was needed. Commissioner Bunn moved that 3 mills be adopted as the tax rate. Commissioner Johnson seconded and all Commissioners voted in the affirmative. Meeting adjourned at 11:30 A. M.
