1965.11.09_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION Nov 9, 1965 The regular monthly meeting, recessed from November 2, was called to order by Mayor Hackman at 7:15 P. M. All Commissioners were present. The minutes of the regular monthly meeting of October S, 1965, and special meeting of October 16 , 1965 , were read and approved on the motion of Commissioner Jones , seconded by Commissioner Noble and the affirmative vote of all Commissioners. Commissioner Johnson read the "Certification of the result of the Town of Highland Beach bond election of November 2 as presented by Inspector Peter Guala, in the absence of Clerk Barry C. Burnside. Commissioner Bunn moved that the certification, showing 49 votes for bonds, and 0 votes against bonds, be approved as submitted by the election board. Commissioner Noble seconded and all Commissioners voted in the affirmative. Mayor Hackman expressed the appreciation, and thanks of the Commission to the election board (Barry C. He also mentioned that , after the initial engineer and construction payments were made , the excess funds would be earning interest during the construction period. Zoning Chairman Commissioner Noble read Ordinance #132 captioned: "AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA, BY ADDING THERETO A NEW SUBDIVISION ENTITLED 'ZONING' , CONCERNING THE PROTECTION AND PROMOTION OF THE GENERAL WELFARE OF THE COMMUNITY THROUGH A COMPREHENSIVE PLAN REGULATING AND RESTRICTING THE LOCATION, USE, ERECTION, CONSTRTJCTION, RECONSTRUCTION, AND ALTERATION OF BUILDINGS, STRUCTURES, LAND AND WATER BY DISTRICTS OR ZONES" . Commissioner Johnson moved that Ordinance 132 be approved and passed without amendment on first reading. Commissioner Jones seconded and all Commissioners voted in the affirmative , Commissioner Jones, Chairman of Public Works and Water, said "Now that the big ,~ day is over, and we have been given the green "go ahead" sign by the Freeholder the next order of business is to get on with the work, and there will be a lot of it before construction can be started, but all those involved in the project are deter- mined that nothing will be left undone to make the finished Water Plant system one PAGE 2 Nov 9 , 19 6 5 of the best of its kind. Mr. Milton Beekman brought up the subject of the fire at the Casey residence. He - stated that Boca and Del Trail Fire Departments had been called but only Del Trail arrived. This led to a general discussion, and it was agreed that Del Trail should be paid for each time they sent men and equipment to Highland Beach, which raised the question of the amount of payment. Commissioner Bunn felt that immediate action should be taken and the Commission should decide on the amount, but with the possibility that this decided amount might not meet with the thinking or approval of Del Trail It was finally agreed that Chief Conklin should be contacted to discuss, and make definite arrangement for their service. Mr. Milton Beekman stated that the overhang and sidewalk at the new Sam Snead residence were in violation of the building ordinance and asked what would be done to enforce the code. Town Manager Dailey replied that he, and others, had made an inspection and that he had asked building inspector Robert Crego to survey and report. He added that enforcement of the ordinance would apply to everyone regardless of prestige . Commissioner Noble brought up the subject of unleashed, straying dogs. She com- plained that she was the daily victim of .unwelcome canine visitors, whose enjoyment was centered on messing up the premises . Others testified to the same ann~syance from resident and apartment guest dog owners. Agreeing that a license tag would not solve the running loose problem, a suggestion by Mr. Don Ross met with approval. He stated that a dog belonging to one of his guests was a party to Commissioner Noble's aggravation and if the Commission or Town Manager would send a letter of complaint to him, it would make it easier to inform his guest. Also, that all other known owners of roaming dogs should be sent a copy of this letter. In accord with this suggestion, Commissioner Noble moved that letters be sent to all offenders.
