MINUTES: HIGHLAND BEACH TOWN COMMISSION DEC. 7, 1965
The regular monthly meeting was called to order by Moyor Hackman at 7:25 P. M.
December 7, 1965. All Commissioners were present.
The minutes of the regular monthly meeting of November 9, 1965 , and special meeting
of November 12, 1965, were read and approved on the motion of Commissioner Bunn,
seconded by Commissioner Jones and the affirmative vote of all Commissioners.
Commissioner Johnson reported that the yearly audit was nearly completed, and that
tax collections were normal.
Commissioner Bunn stated that there was nothing to report on finances as water plant
planning was waiting for the bond issue validation by the Court.
Commissioner Noble related her various contacts by phone and letter to the Palm Beach
Mosquito Control, County Commissioner George Warren and County Entomologist,
E. L. Seabrook in an effort to get better mosquito and insect control service for the
town. She read portions of a letter from Mr. Seabrook stating that he had no know-
ledge of previous complaints, that individual calls by property owners was not
necessary, and that he had not mentioned a shortage of funds, and needed spraying,
supplemented by planes, had been done. Commissioner Noble said he had convenient
lapses of memory but apparently her efforts were showing results.
Commissioner Jones reported that drilling will start on the third well on the present
plant site . Also that Town Manager Dailey had been authorized to purchase a new
control panel for immediate installation to preclude the possibility of any further
burning out of motors at the present plant; that this new panel can and will be used in
the new plant and installation now will eliminate the expense of emergency situations.
He suggested that any information or complaints relative to garbage collection should be
referred to County Sanitation Company, Lantana. Local phone number - 278-1717,
rather than through the Town Hall office.
Commissioner Johnson read Ordinance #132 approved on first reading November 9, 1965.
Commissioner Jones moved and Commissioner Johnson seconded a motion that Ordinance
#132 be approved and passed without amendment on second reading. All Commissioners voted
in the affirmative.
Commissioner Bunn stated that he felt consideration should be given to changing the
height limits on high rise buildings in line with the policy of our neighboring towns,
who are eliminating height restrictions. It was agreed that restriction decisions should
be made carefully to avoid any possibility of discouraging developers or builders.
Commissioner Bunn reported that progress was being made in getting a fire truck that
would be housed on Town Hall property. He stated that a state law enacted two years
ago required fire protection for small municipalities and unincorporated areas and that our
sections, running from the North city limits of Boca Raton to Hamilton House had been
designated as part of County Fire District #9 with Del Trail Fire station as headquarters
and that verbal and written contacts had been made with Chief Conklin of Del Trail. He
expressed confidence that Highland Beach would be granted a sub station. It was agreed
that a meeting of the Commission and Chief Conklin should be arranged to discuss and
decide what action should be taken to complete arrangements for getting this fire station.

Mr. Milton Beekman stated that a group of private property owners were planning to erect
a "no loitering or trespassing" sign of a size and design that would be acceptable. It
was agreed that the Commission had no objection but, with the various instances of
vandalism on similar signs, it seemed probable that the same destrucEion would happen
again .
