1964.07.27_TC_MinutesI MINUTES OF THE TCN~IN OF HI(~iLAND BEACH, SPECIAL MEETING, JULY 27, 1964 8:00 AM AT BEL LIDO BRIDGE: The Town Commissioners, with the exception of Vice Mayor Bunn, met with Mr. Thomas A. Clark, Bridge .Engineer from Brockway, Weber ~ Brockway to determine the safety of the Bel Lido Bridge after cavities on the approaches, bulkhead panels cracked and broken,and cracks in the bridge flor~,or top, were noted. To make the weight tests, Rinker Materials provided a truck filled with sand, weighing 30 tons. A boat was also provided Mr. Clark to observe and check the under side of the bridge. After making the carious weight tests and visual inspection, Mr. Clark stated, in a general way, his findings and suggestions' The drop, under load, was less than 1/16 of an inch so he considered the bridge safe, but recommended signs limiting the the loads to 20 tons be erected. The S. W. corner bulkhead that joins the bridge has no`support, panels are cracked and anchor rods missing. The same condition exists to a lesser degree on the three other corners. The approaches to the bridge have settled several inches and are a definite hazard to fast mov- ing vehicles and also to the bridge from force of impact. The cast iron water main going through each abutment is in danger of breaking, if not already broken. q ,vd Mr. Clark willsend a letter with suggestions recommendations for needed repairs and technical findings. ~ In further discussionrwith Mr. Clark and Town Attorney Dix, participating, the Twon Commission decided that Zinke-Smith would be allowed to use the Bel ?ado '3ridge providing that the loads were 20 tons or less on the rear axle; that no construction of bulkheads could be started until plans had been submitted to Brockway Weber-Brockway and that no concrete is to be poured without inspect- ion. Attorney Dix recommended that Ordinance 101 be amended. to require that contractors provide a bond to cover full inspection expense of any construction - work to be done. At the conclussion of the Bridge meeting, all Commissioners went to the new Town Hall site, 3612 So. Ocean Blvd. The use of this fine building at noy cost except taxes and insurance was arranged by Dr. Harold T. Dailey after contacting the new owner, Mr. Nicholas Fasano. The Town will be able to occupy it at the ~ same terms, as long as ~"~r. Fasano and his associates own the property. All commissioners agreed that the new location was a marked improvement over the present and with unanimous approval the meeting adjourned.
