The regular monthly meeting--was called to order at ?: 15 PM by Mayor Hackman. Commissioners, Hackman, Bunn, Johnson & Jones were present, Commiss~3©ner Noble was absent-. ' Minutes of the regular meeting of July ? and Special meeting of July 27, were read and approved on motion of commissioner Jones, seconded by Commissioner Bunn and the affirmative vote of all commissioners present. Mayor Hackman summarized on the various items completed. or planned for town betterment. In this egecutive report he spoke about negoti ations and terms of the new town hall location; the progress and plans far the water plant and the special commission meetings at Bel Lido Bridge and the Town Ha11 relative to bulkheads and model homes in Bel Lido. He al- so reported he had contacted post office officials on the possibility of a branch postal s#atioa for Highland Beach. Commissimner Bunn gave a financial report, explaining the transfer of funds to local banks at increased interest, .and the benefit of not haw ing to go to Palm Beach. to discuss town banking changes or pr©ceedure. Mr. Don Ross gale a report of a canvass of property owners that he made to get opinions on the location of the proposed Intercoastal bridge from Boca Raton to High land Beach. The resultant figures showed 44 in favor of a bridge at Jeffrey St., 2 no choices,. 4 with other locations sug- gested and 13 not available. The commission and audience voiced their appreciation and thanks to Mr. Ross for this wonderful and sizeable volunteer effort. .After Mayor Hackman commented on a letter from Boca Raton Engineer. Mr. Van Sant on bridge and roads, Comm. Jones moved to advise Boca Raton that Highland Beach is willing to co-operaty n in development of plans for a bridge across the Intercoastal waterway connecting our towns and that a survey of Highland Beach owners and residents a high percentage in favox of the Jeffery St. site. Commissioner Bunn seconded the motion- and it was approved by the unanimous vote of all commissioners present. Commissioner Jones gave a progress report on the upgrading of the water plant and property, mentioning some of the many improvements already made anal future planning under the personal supervision of Town Manager Dr. Dailey, who as he reported has done a tremendous job. Town Manager, D'r. Dailey, supplemented Commissioner Jones report with a detailed summary,of work completed, current activities and future needs; quotations on painting, fencing, road resurfacing and other improvements. He explained the operation and benefits of the aluminum aerator that he located at less than half the quoted cost of anew one by the same man- ufacturer. HQ mentioned visiting 12 water plants aru3 pumping stations to get ideas and figures on operations and costs. He promised that when the water plant work is completed, Highland Beach would be second tb nose in good water. A,t the conclusion of his talk Dr. Dailey r+as given a standing round of applause in appreciation of his efforts and time on this project. Town Clerk Johnson read Ord. 125 for consideration on its second reading. Ord. 125 was passed and approved on first reading June 19, 1964 and posted on Town Bulletin Board since that date. `~ PAGB 2 TOWN OP HIGHL,I~ND BRACH,"PLORIDA,ORDINANCE 125: An ordinance of the Town of Highland Beach Florida, providing that the Code a~ Ordinances-lrrv'n of Highland Beach, Florida be amended by revis- ing Section "G" of Ordinance 106 of .said-Code, providing height limitations on fences, walls, and hedges; repealing all ordinances or parts of ordinances in conflict herewith. Commissioner Jones moved that Ordinance lay be approved without change or amendment, Commissioner Bunn seconded the motion, all Commissioners voted in the affirmative. Mr. Robert Turner of Services Unlimited attended the meeting t© submit a proposal for trash removal. He quoted prices on semi- monthly pick up for the entire tc>an or an individual owner. Not knowing how many might be interested in this service, Mr. Turner was asked to put his proposal in writing for further consideration. The meeting was. adjourned at 8:45 PM on the motion of Commissioner Bunn, seconded by Commissioner Johnson and the affirmative votes of all commissioners present.
