1964.11.23_TC_MinutesMINUTES: HIGHLAND BEACH TOWN COMMISSION SPECIAL MEETING ~, ~, ~. A special meeting was arranged by Town Manager Dailey to meet with Mr. Charles Anderson of Brockway, Weber & Brockway, Town Erigineers, to discuss the needs and future planning for the town water plant. All commissioners were present. After introduction by Manager Dailey, Mr. Anderson gave all council members a detailed analysis report of 8 pages, based on town water records for the past five years, and possible requirements for the next ten years, due to present building and definitely more future building. He stressed that preliminary thinking and action should be started immediately as we are faced with a future water shortage problem and the plant is now operating at near capacity during certain periods . He stated that to arrive at any decision, legal, financial, and engineering advice and services will be needed and all of these are time consuming, and estimated it would be a year or longer before any addition to the plant could be completed if organization work was started now. During the two hour discussion the following facts, suggestions and recommendations were presented: The water plant producing and storage capacities have to be increased. There is no alternative . There are two construction choices, an elevated tank, or a ground level tank; with 300 , 000 gallons storage. The initial and maintenance cost of the ground level tank will be much lower than the elevated tank and, in Mr. Anderson's opinion, will be equally as efficient. The best site for the proposed tank would be on the east side of the Intracoastal waterway to insure against any failure of the line across the Intracoastal and to increase water pressure by keeping the source of supply closer to the user. If located east of the Intracoastal the needed ground would be approximately 125x150 feet with an access road to the property. ~nitaad Mayor Hackman reported that he had contacted F.I.N.D. (Florida lid Navigation District) relative to the town's need for a water storage location, and felt that they might agree to allow the town use of their property for this purpose. Existing wells, the probable need for new wells, tests for salt intrusion, and the possibility of extending our source of water supply were all considered. Commissioner Bunn, Finance Chairman, was asked to get figures on the cost of financing. a new bond issue for the proposed addition with a view of retiring the present bond issue. It was the consensus that a more favorable interest rate could be had. In agreement that there should be no delay in taking action, resolution number 128 was approved and passed on motion of Commissioner Noble, seconded by Commissioner Jones and the affirmative vote of all commissioners. ARTHUR JONES, CO SSIONER TOWN CLERK TOWN OF HIGHLAND BEACH; FLORIDA Authorizing a Study and Report On Water Works Expansion RESOLUTION NO. 128' WHEREAS: A survey of the water plant shows that at certain periods it is operating at near capacity and with anticipated extra demand .due to building and population growth, an expansion program is a necessity. WHEREAS: All of these new residents. will be supplied water by the Town of Highland Beach so it is imperative that immediate action be taken to furnish their needs. THEREFORE: Be it resolved by the Town Commission of the Town of Highland Beach that it start at once to gather facts , costs , and all data needed to expand the plant capacity for the expected requirements of the future. AND, Be it further resolved to authorize the town engineer to prepare an engineering report covering the water plant expansion . Passed and adopted by the Town Commission of Highland Beach.
