The regular monthly meeting was called to order by Mayor Hackman at 7:15 P.M.
December 1, 1964. All Commissioners were present. Minutes of the regular meeting of
November 10, 1964, the special meeting of November 23, 1964 and Resolution 128 were
read by Commissioner Johnson.
Mayor Hackman, in his Executive Report, explained the progress made relative to trash
removal. He stated many owners had been contacted, removal had been accomplished
in a number of cases, and future arrangements would probably clear up the problem
caused by Hurricane Cleo. He also cited that there was a possibility that the State
Road Dept. would force property owners to remove trash from A-1-A rights-of-way. He
commented on the special water plant meeting of November 23, 1964, which had been
covered by the minutes of that date, and. said that with producing and storage of water
a primary need, many future special council meetings would be necessary. He added
that the engineers analysis report of Brockway, Weber & Brockway mentioned in the
minutes is available at the Town Hall to any interested persons.
Finance Commissioner Bunn reported the books were up to date, and the audit for the
fiscal year. ending October 31 was in process: that bookkeeping records will be kept
that will separate the general town and water plant income and expenses with a view
of getting a true profit or loss picture of each operation: that previous records indicate
the water plant is not self supporting and real estate taxes and other town income should
not be used to help pay water plant bonds, and any future thinking about water plant
expansion should include retiring the old bond issue. He reminded property owners to
• pick up their water meter deposit refund, stating that many were still unclaimed.
Commissioner Noble related her unsatisfactory conversation with County Entomologist,
Mr. E. L. Seabrook, relative to mosquito and insect control. .She asked for cleaning of
the canals and regular periods of fogging. and told Mr. Seabrook that lack of these ser-
vices was causing a health and discomfort problem to all residents, visitors and tourists.
Mr. Seabrook replied that he felt that the canals were not badly in need of cleaning and
the fogging program had been slowed down by lack of available funds. After Commissioner
Noble's .report, it was the consensus of the commission that some action should be
taken. Commissioner Jones-moved that the town commission should protest the
irregular and inadequate service. to Mr. Seabrook and if there was no improvement a
higher authority should be contacted. Commissioner Noble seconded the motion and
all Commissioners voted in the affirmative.
Commissioner Jones supplemented the special water plant meeting minutes of November 23
by quoting Mr. Anderson of Brockway, Weber & Brockway on salt intrusion. Mr.
Anderson reported that our water had shown from 24 to 25 parts of salt content per
million ~fi.and that it had not changed any since the plant was started and also
said that when it reaches a point of 250 parts some people can taste salt content. He
stated there is no control over this fortunate situation which can change at any time and
require new wells elsewhere.. Commissioner_Jones again. emphasized that as the town
grows and water demand increases , our present plant will. not be adequate and immediate
plans should be _started,now so that we will be prepared for the growth that is inevitable .

Town Clerk Johnson, with the cooperation of Commissioner Bunn, read Ordinance ~~
. "An Ordinance of the Town of Highland Beach, Florida, regulating the sale. and purchase
of property for the enforcement of the collection of taxes due to the Town of Highland
Beach."
Commissioner Bunn moved that Ordinance /`~ ~ be approved on first reading.
Commissioner Noble seconded .the motion and all Commissioners voted in the affirmative.
Mr. Milton Beekman, Chairman of a committee to study and make recommendations
for a sign ordinance, reported that he had a copy of the new sign ordinance recently
approved by Boca Raton that he would use as sort of a guide in preparing our new
ordinance .
In his closing rema~s Mayor Hackman expressed his appreciation of the interest and
cooperation of various town residents in town affairs, and to Town Manager Dr. Dailey
and Eileen Mognet for their efficient management of town and official business. He
concluded with the introduction of his wife, Virginia, daughter Barbara and. son john.
On the motion of Commissioner Bunn, seconded by Commissioner Jones and the
affirmative vote of all Commissioners the meeting was adjourned at 9:00 P.M.
