MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 1,.1973
• The workshop meeting of the Town Commission was called to order by Mayor Horton
on Thursday, March 1, 1973 at 7:30 P,M. All Commissioners were present except
Mrs. Mumford. Also in attendance were Mrs. Roberts and several members of the CAB -
Mrs. Stewart and Messrs. Beekman, Shinkle and Walsh.
Chairman Mrs. Stewart reported the CAB met Monday night, February 26, 1973, to
discuss the criteria and had decided on several changes, which were discussed in
detail. It was decided the CAB Ordinance could be amended to include the Tree
Preservation Ordinance and other than buildings. Mrs. Roberts was instructed ~~'
to amend the CAB Ordinance to provide for a grievance procedure and to adopt the_r,,,,,,,P~

Mayor Horton read the February Police Activity Report. `~~
There was discussion of a proposed sick leave policy and Commissioner Gilday was
requested to check with Town Counsel for a legal opinion. Because of an emergency
operation for one of her staff, Mrs. Roberts asked that a decision be made soon.
Mayor Horton suggested a motion be drawn up for action at the next regular meeting,
Mayor Horton reported receiving another letter requesting a bicycle path in Town
and stated he will suggest the engineers put this item in the bid package for the
water distribution line.
There was discussion on the report submitted by the Planning Board.
Discussion took place on the three proposed Ordinances due for a second reading at
• the regular meeting.
Mayor Horton reported that the engineers have proposed a height of 135 ft, for the
water storage tank, and met on Tuesday with the Mayor, Commissioner Joy, Mr.
Scofield and Mrs. Roberts to verify this. Mrs. Roberts sent a letter. to the
Planning Board, requesting a public hearing, according to the new Zoning Ordinance,
and when to advertise,
Commissioner Joy initiated discussion on expenditures over $50.00 to have Commission
approval passed in a Resolution in 1967. He reported that a meter pit was never
constructed around the valves and meter ~ at Penthouse Highlands and recommended
this be-.done after costs have been determined. Commissioner Joy read a letter sent
to Mrs. Roberts, which offered a water storage tank at a lease prig of approximately
$450,000 over a ten year period.. It wad decided to forget that offer.
Regarding the Resolution authorizing the Municipal Court Escrow Fund to be approved
at the regular meeting, Commissioner Gilday suggested any two of the following
signatures be required:

Mrs. Barker, Deputy Court Clerk
Mrs. Roberts, Court Clerk
Vice Mayor Dent reported attending the motion to dismiss action in regard to the
• Van Lennep case, in court on Wednesday, February 28, 1973. The decision will be in
about two weeks, he said. Mr, Dent read a letter received from Mr. Kinzler,
requesting to place a temporary construction trailer on the Monterey Ocean House site.
Mrs. Roberti was asked to call and advise him that it is our policy to approve this
only when a building permit has been issued.

• Mrs. Roberts read a notice of rezoning adjacent to our well field, received from
the City of Boca Raton. A public hearing will be held on Thursday evening -
March 8, 1973 - in Boca,
