MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - April 24, 1973 - 7:40 P.M.
• A workshop meeting of the Town Commission was called to order by Mayor Horton
on April 24, 1973, at 7:40 P.M, All Commissioners were present and the Town
Administrator,
Mayor Horton read a notice of a Community Preparation Seminar.
The Mayor read a letter received from the Community Appearance Board, requesting
that Mr. Martin Johnson be appointed an alternate delegate. Action will be taken
at the regular meeting,
Mayor Horton read a bulletin received from the State Department of Community
Affairs, notifying of a grant received from HUD to promote the most effective use
of Florida's physical, economic and human resources.
A list of fire potentials in h}gh-rise buildings was received from the Fire Marshall
and Mayor Horton, recommended an amendment to the proposed Fire Ordinance, taken from
the list, that elevator cars must be designed to go directly to the lobby,
Mayor Horton reported that assessments in Town have been increased, perhaps as much
as 25% and that could result in lowering the millage rate. There is a possibility
of including the sewer charge out of ad valorem taxes, so the General Funds would
pay for the sewer expenses.
Mayor Horton read a letter received from the Oliver-Hoffman Corporation, objecting to
construction of an elevated water storage tank on property adjoining theirs.
• The Mayor read two letters received from the Highland Beach Civic League, one
expressing the views and reflections regarding the Urbanek settlement. The other
requested the Town to introduce an ordinance banning land and/or recreational
leases concerning condominiums.
A copy of a Resolution received from Boynton Beach opposing the State region concept,
was read by Mayor Horton, Discussion followed.
A reminder was offered of the Town Commission Public Hearing on Thursday at 2:00 P.M,
in St, Lucy's Church to consider four matters referred by the Planning Board on
February 22.
Commissioner Gilday reported the Town Commission had been served papers by the
Healy Co. An answer will be formulated by the Town Attorney, by April 29. He
further stated the Van Lennep case is in limbo--no notice of trial date yet and the
3200 case is pending on appeal,
Commissioner Mumford read a copy of a letter received from the County Animal Control
Dept. offering to enforce leash laws in municipalities. Discussion followed, but
no action is proposed at this time.
Mrs. Mumford stated the names of the ladies who have formed a committee to prepare for
the new Town Hall Dedication ceremony: tentatively, Sunday, June 10, 1973. There
was discussion about refreshments, the time of the open house, who will be sent
invitations, the Mayor to be the Master of Ceremonies and the Priest at St. Lucy to
give the blessing.
Commissioner Joy asked if the Town had any control over restaurants. Mrs. Roberts

was asked to do some investigating with County Agencies for information.
Regarding the drought condition, Commissioner Joy reminded the Commission
they can take steps to curtail water use if needs be. He reported the
transfer pump for the water plant has been ordered at a cost of $1,590.00.
Commissioner Gilday reported that Chief Jones will designate someone as
acting sergeant in his absence, and be compensated accordingly. He further
stated the Chief's salary will be increased 5% on May 27, which is six months
from activating his department.
Commissioner Dent said no plans have been received from Mr. Urbanek yet.
It was suggested to Mrs. Roberts that she have the Police Dept. issue
warnings to the 4-Plex construction contractor if they don't dispose of
their trash. Mrs. Roberts reported checking the storm drains on Bel Air
Drive and is arranging for removal of sand from the sanitary sewer line on
A-1-A and Russell Road.
Discussion took place on the proposed pay scale submitted by Mrs. Roberts.
