Present were Mayor Horton, V ice Mayor Dent, Commissioner Mumford, the Town Administrator,
• the Building Official, Messers~Urbanek and Totz, and a press representative.
Called by the Mayor, the Vice Mayor and Commissioner Mumford for the following:
1, Amendment to the Town-Urbanek settlement agreement of March 14, 1973.
2, Approval of Urbanek plans, if necessary,
3. Appoint a replacement for Miss Cain to the Planning Board,
The Mayor read the revision to the original settlement agreement between the Town and
Mr. Urbanek: "9, Until the 90% sewage treatment plant is completed by Delray Beach at
the end of 1974, package treating plants meeting State and County standards may be re-
quired by Delray Beach in order for additional sewage connections to be permitted in
Highland Beach. The Town agrees that it will issue building permits to our clients for
the construction of the aforementioned apartment buildings following submission to
the Town by the Utilities Company of plans and specifications for the construction of
such sewage treatment facilities as will meet State and County standards. Pending the
receipt of such approved plans and specifications from the Utilities Company, the
Town agrees to issue to our clients conditional building permits for said apartment
buildings, which said building permits shall be .conditioned upon the submission of
such approved sewage treatment plans by the Utilities Company within sixty (60) days,
failing which said conditional building permits shall expireu Vice Mayor Dent made a
motion that this be approved and Commissioner Mumford seconded. The following voted
yes: The Mayor, the Vice Mayor and Commissioner Mumford, Discussion followed.
Vice Mayor Dent then moved that building permits be issued for the Ambassadors Site 1--
•° buildings 1,2,3 and 4, and Site 3-- buildings 6, 7 and 8, subject to the following
conditions:
1. All the above permits are subject to :the approval by the Area Planning Board and
Department of Pollution Control of the plans and specifications of an interim package
plant of 400,000 g.p,d, capacity which you are to construct in the town of Highland Beach.
Failing such approval within 60 days of issuance of these permits, they will expire.
2. In the event government authorities do not require the construction of a package
treatment plant as a prerequisite to the issuance of a building permit by the town,-
the condition required in 1. above will not apply.
3. All seawall and building setbacks from the ocean shall have the approval of ap-
propriate governmental authorities.

Site 3 Building 8 The combined height of the retaining wall and guard rail between the
• front and rear setback lines on the north property line shall not exceed 4 feet
above the grade of the adjacent property.
Site 1 and Site 3 - All buildings and parking decks must be accessible from ramps
and capable of bearing present and/or proposed fire fighting equipment of the
Del Trail Fire District.
Commissioner Mumford seconded and the following voted for: Mayor Horton, Vice Mayor Dent
and Commissioner Mumford.
The third item was cancelled for this time.
The meeting adjourned at 5:15 p.m.
