1973.07.17_TC_Minutes_Workshop • • MINUTES - WORKSHOP MEETING OF THE TOWN COMMISSION - JULY 17, 1973 - 7:30 P.M. The workshop meeting of the Town Commission was called to order by Mayor Horton on T=aesday, July 17, at 7:30 P.M. Present were Mayor Horton, Vice Mayor Dent, and Commissioner Gilday; absent were Commissioners Joy and Mumford. In attendance were: the Town Administrator, Chief of Police, a member of the Press and interested residents. Mayor Horton suggested that, in the near future, a Charter Committee should be appointed on an "open-end assignment basis" to study and propose charter changes. Certain recommendations to be considered for adoption by being placed on the ballot. Residents were asked to apply and submit resumes. Vice Mayor Dent advised that he, the Building Inspector and the Town Admin- istrator interviewed Mr. Joe deGange for the position of part-time building inspector at the hourly rate of $5.00 plus mileage; matter to be acted upon at the regular meeting. The following report was read by the Mayor: Police Chief Ken Jones submitted the Highland Beach Police Department budgetary requirements for F/Y 1974. Discussion followed. Mayor Horton advised that Ms. Roberts is giving the budget top priority and will forward her data as soon as possible; the police department will be reviewed at that time. The Mayor requested Ms. Roberts to read the letter of July 13, received from Russell & Axon. The letter cited the reasons for and requested • approval to proceed with a study to expand the water plant capacity to 1,0 MGD and later to 2.0 MGD. Mayor Horton gave background data and this matter will have action at the regular meeting, • The Mayor informed the Town Commission of negotiations with Mr. Robert Leary of Robert Leary & Associates. This matter will require formal approval. 2'v Mayor Horton spoke about the proposed sign ordinance (has hacl,1first <-~~, discussion followed. Ms. Roberts to view the practices of neighbor- ing Municipalities and report. The text of the ordinance to be revised, if necessary, for action at the regular meeting. ,,~/ Mayor Horton reported the proposed Animal Control Ordnance will have action at the regular meeting. 0 A proposed ordinance to amend Ordinance No. 198 prompted prolonged discussion. The section in the proposed ordinance which cites requirements for Emergency and Utility route was discussed in detail, A point raised as to the need for inserting the weight of firetrucks, will be subject to the recommendation of the Fire Marshall. The Town Administrator to complete such review. The Mayor advised that a workshop meeting will be held in two weeks; i.e,, Tuesday, July 31, at 7:30 P,M. Ma~ror Horton advised that the Town Commission is negotiating with Mr. Stro~(ck regarding the duneline ordinance. He also reported that Mr, iJrbanek has agreed to put a seawall 30 feet west of the Easterly survey line. The Mayor requested Chief Jones to keep close check and take appropriate measures. Mayor Horton informed the Town Commission that he contacted Mr, Jenson at Holiday Inn; a prompt submission of their plans was promised. The Mayor asked Ms. Roberts to follow-up, if necessary. Chief Jones offered a suggestion, read by the Mayor; proposing a trespass ordinance. Discussion followed. Ms. Roberts will submit a proposed trespass ordinance for the Commission's consideration at the regular meeting. Mayor Horton read a letter--Palm Beach Water Quality Management Plan. He asked the Town Administrator to ascertain what is required to be submitted to the City of Delray, if anything, as we are under the same region. Vice Mayor Dent advised that he has written Mr. Abernathy regarding proposed zoning actions and public hearing. Mr. Walton, Chairman of the Planning Committee advised that his committee is considering Mr. Beasley for the position of Planning Consultant. The Town Commission will be advised in the near future of their decision. Mayor Horton reminded everyone of the Public Hearing set for Wednesday, July 25. • Vice Mayor Dent advised that negotiations are being held with Mr. Radice of the 3200 Development Corp. Ms. Roberts read notices from the Dept. of Pollution (notices to go on bulletin board); of recent mosquito spraying and that a follow-up was needed to remind Mr. Hoffmann of screening Lot 65's entrance, etc. The meeting adjourned at 9:45 P,M.
