The regular Town meeting was held on Tuesday, February 2, 1971 and called
to order by Mayor Horton at 7:10 P. M. All Commissioners were present,
The minutes of the regular January 5, 1971 and. the workshop meeting of
the 26th were read. After a correction of the date of the opening of
bids for the raw water construction was noted, the workshop meeting min-
utes were approved.
Mayor Horton read a letter received from the Florida League of Cities re-
~~-`3' garding the Federal revenue sharing program and asked if the Commission de-
sired action, In absence of a motion, this was tabled.
Mayor Horton informed the .Commission of Ordinances in neighboring communi-
ties regarding abandoned vehicles. He said he will ask the Town attorney
to draw up a similar one for Highland Beach.
We have received. from the Greater West Palm Beach Chamber of Commerce a
notification of a breakfast on Feb, 9, 1971 honoring the members of the
Florida State Senate, Anyone caring to attend please notify Mrs. Roberts.
The Mayor reported the costs of a fireproof file cabinet. Vice Mayor
Vedder made a motion to proceed on the purchase of a four drawer fireproof
cabinet with lock. Comm. Beekman seconded and the decision was unanimous.
Received. from the .South Lake Worth Inlet district was a letter regarding
the sand transfer plant operation which tries to combat beach erosion, This
notice will be kept on file if anyone cares to refer to it.
The Mayor read a lease agreement received from FIND manager, Wm, F. Powers
for FIND land in Town. The lease was for 25 years C $1.00 a year. A copy
has been forwarded to the Town attorney and. his opinion was returned in a
letter which was also read., Comm. Jurisch moved to execute the lease agree-
ment. Comm. Beekman seconded and the vote was unanimous.
Mayor Horton reported the Town Attorney has written another letter to the
owner of the Whitehouse property requesting action on boarding up the building
and checking over the property.
The Mayor reported the Town marshall has taken action on having posts erected
at Russell drive, the Whitehouse property and to block off beach access on

Mayor Horton read correspondence received from Royal Palm Beach and Boynton
Beach on retaining Autec headquarters in the W. Palm Beach area. No
action was taken at this time by the Commission.

The Mayor reported. for the benefit of Bel Lido residents in attendance,
that the water will be turned off for two hours on Wed., Feb, 3rd due to
the installation of a new water line across the bridge. Residents not in
attendance will be notified by phone,
Mayor Horton reported that the Department of Transportation has patched
along AlA and replaced the speed limit, litter signs and will order a new
Town sign that will meet State requirements.

The Mayor read a notice received from Mr. George Warren Chairman of the
County Commission regarding a meeting of the police committee in W. Palm
Beach concerning the urban transportation study. Anyone wishing to
attend, contact Mrs. Roberts for more information.
Mayor Horton reported on the Area Planning Board meeting regarding service
area #6, held on Jan. 11, 1971 at FAU. He, Vice Mayor Veddt,Y~Mr. Lamb and
Mrs. Roberts attended. Area #6 included. Boca Raton, Highland Beach}x Univ-
ersity Park and. the area to the west. Recommendations made were to unite
toward water service, sewer and solid waste disposal. Highland Beach is
not directly involved but we will keep informed..
Comm. Beekman reported that $ 71, 427.84 in tax money has been collected
to date and that $ 13, 862002. is outstanding.
Comm. Hackman reported. that the financial report for January will be posted
on the bulletin .board. He explained the report and. further that dividends
for various funds invested totaled $ 2,705.00 for 1970.
There was no report on health and zoning.
Comm. Jurisch reporting for public works and water introduced Mr. John
Klinek of Russell & Axon, who presented a report on the Bel Lido area
sewer system, accompanied by a drawing, which was explained. The total
• project cost is $ 153,000, including fiscal and legal fees. Storm drains
will cost $ 150.00 per lot for the four streets. Discussion followed.. A
meeting will be called by the Finance committee for next week for the
Bel Lido residents, the Town attorney, Mr. Klinck and Mr. Goss, the Fiscal
Agent. Comm. Jurisch read a letter of recommendation from the Town attorney
regarding an additional clause to Section 4 of the agreement with Delray
Beach concerning sewage disposal. Mr. Jurisch also reported on the repair
of the Bel Lido bridge.
The second reading of Ordinance # 166, increasing fees for Master and
Journeyman electricians was held. Vice Mayor Vedder moved to accept
the Ord3nahee, Comm. Jurisch seconded and the vote was unanimous.
The second reading of Ordinance # 167, requiring connection to the Town
sewer system, payment of connection fees, rates and. charges and method of
billing was held.. Comm. Jurisch moved to pass the Ordinance, Vice Mayor
Vedder seconded and it was unanimously voted.
A proposed Ordinance prohibiting landing of aircraft within the Town limits
was read. for the first time.
A proposed. Ordinance requiring a final certificate of occupancy within six
months of issuance of a temporary certificate of occupancy and imp~song
a penalty clause for violation had its first reading.

• The bills and accounts were read and. approved. for payment.
The meeting was adjourned. at 9:00 P. M.
1) In regard. to police protection in Town, Mayor Horton has requested Mr.
McArthur, the police commissioner to make an in depth study to determine
what we will need when the current contract expires. He asked for volunteers
to form a committee to work with Mr. McArthur.
