1971.03.02_TC_Minutes_RegularMINUTES: REGULAR MEETING OF THE TOWN COMMISSION - March 2, 1971 • The regula,x~ Town meeting was called to order by Mayor Horton on Tuesday, March 2, 1971 at 7:10 P. M. All Commissioners were present. The minutes of the regular Town meeting of February 2nd and the special and workshop meetings of February 23rd were read. After a correction noted, namely that posts have not been erected at the Whitehouse property, the minutes were approved as read. Mayor Horton reported that groun~ breaking ceremonies will be held at the church property this Sunday, March 7, 1971 at 4:00 P. M. The Mayor said that he has received only one bid out of several requested for the construction of a new Town Hall sign. .Action will be delayed until other b~.ds are submitted. Mayor Horton reviewed a report received from Mr. George Warren, Chairman of the Bard of County Commissioners regarding beach acquisition. Although this does not affect Highland. Beach, the report will be on file in the office for anyone whoncares to read it. Received from Jones, Paine, & Foster, Attorneys and read by Mayor Horton, was a notice of a meeting on March 11th at 7:30 P. M. in the County Court House pertaining to the collection of taxes by the County and the charge- to be divided by the Tax Assessor and the Tax Collector's offices. • Mayor Horton read another letter from Mr. George Warren, and a copy of a Transportation Authority Bill to be presented to the Legislative Delegation. This is for our review and information; and will be on file in the Town Hall office for anyone wishing to examine it further. Comm. Beekman reported that there is only $ 12,096.54 outstanding on the 1970 tax roll. Comm. Hackman reported on the general status of the financial condition of the Town and stated. that the Feb. report will be posted on the bulletin board. Health and zoning: Vice Mayor Vedder in his report on zoning, stated that as a result of several meetings with the zoning committee during the past few ~-eeks, a number of proposed Ordinances will be read tonight. A workshop meeting will be held on Thursday, March Z8, 1971, for discussion on these Ordinances, The zoning committee members are Vice Mayor Vedder, Messers Barrows, Kemery and Schober. Discussion followed regarding the proposed Ordinances. An attorney representing Mr. J. J. Meadow, Jr. requested infor- mation as to the next step in having his application for a building permit reviewed. He was told to submit a request for a hearing in writing, to the Town Commission. Public Works and water: Comm. Jurisch reported that the Town will assume the cost of repair for the water meter at Penthouse Highlands. He further reported that some water plant problems will be corrected, to try to elimi- • nate the color in the water. A motion to accept the proposed bid submitted by Mantua Seawall in the amount of $ 650.00 was made by Comm. Jurisch. 'Mice Mayor Vedder seconded and the vote was unanimous. Ordinance # 168 banning the landing of aircraft within the Town limits was read for the second. time. Vice Mayor Vedder moved to adopt it. Comm. Beekman sec- onded and. the vote was unanimous. An Ordinance # 169 imposing a six month limit upon the term of temporary certificate of occupancy and. imposing a penalty clause for violation, had its second. reading. Discussion followed. Vice Mayor Vedder moved to amend this Ordinance, as a result of the discussion, by adding: that additional time be alloted in the event of strikes, acts of God, or circumstances beyond the control of the builder, with approval by the Commission. It wa.s seconded by Comm. Jurisch. Further discussion followed. The next reading will be held after the amendment is added. A proposed Ordinance making it unlawful to leave abandoned, wrecked or junked vehicles upon private property within the Town, was read for the first time. A proposed Ordinance amending Ord. #$ 162 by adding further governing of water meters, held a first reading. A proposed Ordinance providing the amendment of the zoning area use map of the Town code, had a first reading. Discussion followed. • The first reading was held on a proposed. Ordinance to provide for the amend- ment of Ord. # 150, a zoning Ordinance of the Town. Discussion followed. A meeting will be called to provide a public hearing and. discussion on this proposed Ordinance on Thursday, March 18, 1971 in Town Hall .at 7:30 P. M. If further hearings are needed, they will be announced. Discussion followed. A proposed Ordinance providing for a building Imo"ratorium had a first reading. The bills and accounts were read for payment, and approved by the Commissioners. The meeting was adjourned at 9:30 P. M.
