The regular meeting of the Town Commission was held on Friday, July 16, 1971
at 3:30 P. M. after being postponed from July 6th and July 13th because there
was no quorum. In attendance were Mayor Horton, Commissioners Joy and
Jurisch, who flew down from North Carolina, and Attorney Poulton.
The Mayor asked Mr. John Klinek to open the bids subs
area sewer improvements. There were five bids:

Ordinance # 176, which established a planning board., received the second
reading. Comm. Jurisch moved to adopt it, Comm. L. W. Joy seconded the
motion and the vote was unanimous.
A resolution # 180 was read, which appointed members to the planning and
and zoning board. It is page _,~ of these minutes, Comm. Joy moved
to adopt the resolution, Comm. Jurisch seconded and the decision was unani-
mous.
Ordinance # 177, which imposes a cigarette tax in the Town, had the second
reading. Comm. Jurisch moved it be adopted, Comm. Joy seconded and the
vote was unanimous.
A proposed Ordinance to extend the existing building moratorium had the
first reading. Comm. Jurisch moved to adopt it on the first reading.
Comm. Joy seconded and the decision was unanimous. ~17~
A proposed Ordinance, providing for floor height in buildings west of AlA,
had the first reading,
A proposed Ordinance, adopting the National Fire Codes with amendments, had
the first reading.
A proposed Ordinance, amending Ordinance # 106 so to prohibit ballrooms in
Highland Beach, had. the first reading.
Mayor Horton read a request for a variance from Boca Hi, to erect a six
foot fence east and parallel to AlA. Comm. Jurisch moved to grant the
variance and Comm. Joy seconded. Approval is granted for one year for this
temporary fence, subject to renewal.
The minutes of the regular meeting on June 1st and the special meetings on
June 11th and 28th were approved as read.
The Mayor announced the audit is complete and copies are available in the
office.
Comm, Jurisch reported that the filter system has been installed and in

about 30 days, the softener should be functioning again.

Mayor Horton read a letter received from the Trustees of the Internal Im-
provement Fund indicating the procedure to follow for acquiring this land.
The matter was turned over to the Future Facilities Committee.
Mayor Horton read a letter received from the Palm Beach County Development
Board, asking for the return of a postcard urging retaining this board in
the County. No action was taken.
Correspondence from the Department of Housing and Urban Development, was
read, which enclosed criteria for land use under the flood insurance pro-
gram that became available in Town September, 1970.
Also read was correspondence received from the Florida;~epartment of
Transportation, stating that signs will be erected at the east end of the
40th street bridge, indicating the direction of Highland Beach.
The Mayor read a letter sent to Dr. Harold Dailey in appreciation and re-
cognition of the significant role he played in the Town's early years,
Also read was correspondence yd~~ from the Public Service Commission re-
garding meetings to be held in the coming months on telephone rate in-
creases requested by Southern Bell Telephone Co. This notice will be
posted on the bulletin board.
The bills and accounts were approved for payment.
Mr. John Klinek recommended the low bid received from Belvedere Construction
be accepted and. award the contract in accordance with those terms and subject
to a final close engineering and. legal check of the documents. Comm. Jurisch /
moved this recommendation be approved and accepted. Comm. Joy seconded. and ,/
the vote was unanimous.
Mr. James McArthur, Police Commissioner, reported. on activities of the
police committee including a recent meeting held. with Mr. Jack Ledden of the
Police Standards Board. He further stated that forms have been received
toward a reguest of a federal grant.
The meeting was adjourned at 4:50 P. M.
