MINUTES: WORKSI~OP MEETING OF THE TOWN COMMISSION- Sept. 28, 1971
A workshop meeting of the Town Commission was held and. called to order
by Mayor Horton on Tuesday, Sept. 28th at 7:30 P. M. All Commissioners
were present plus the Town Administrator, the Town Marshall and several
interested persons.
Mayor Horton explained that on the action served by the Cireuit Court,
the Commissioners are excused of any appearance and. that t,~ie Town
Attorney, Mr. Poulton, has responded to the Court. If tril is to be
held at a later date, we will be notified and the information will be
posted.
Comm. Jurisch suggested having bicycle paths in Town and Mrs. Roberts
was instructed to check with Boca Raton City Manager to gather costs.
Regarding the police protection function, Mayor Morton reviewed some
facts gathered by former Police Comm. J. E, McArthur and Comm. Joy read
the motion that he had proposed. and which was passed at the August regular
meeting, which gave the Police committee authority to establish a legal
police department. The newly appointed. Police Commissioner, Mr. Frank
Walton, investigated surrounding police departments and submitted his
report on Sept. 15, 1971. Mr. Al DiCampli was requested. to submit
proposals or suggestions to meet future anticipated needs. He submitted
2 proposals which the Mayor read and then he reviewed the five different
proposals itemized in Mr. Waltom~'s report. All the Commissioners thought
it was a fine report by Mr. Walton. Discussion followed regarding
blockage of side roads, Holiday Inn robberies, daily reports, and what
types and the number of calls and complaints are noted for the record.
The consensus of the Commission was that the service by Mr. DiCampli's
office has been ample but that it is hoped that the future needs and
costs are kept within reason. Further that it might be wise to wait
for the return of Mr. Walton, who is out of Town until mid.-October.
One suggestion was to extend. the present ~nritract with Mr. DiCampli for
thirty days and adjust the fee accordingly, Discussion was held on
traffic problems and authority of arrest, problems at the condominiums,
proposed coverage by the Delray Beach police department, or the
Sheriff's office, and, perhaps a compromise between Mr. McArthur's and.
Mr. Walton`s reports. Mayor Horton summarized by stating the issue:
what level of protection should the Town furnish? Is arrest power
desirable? Is a full police department too much, too soon? Should
the issue go on the ballot in May? The decision was to ask the Police
committee to review the entire matter and. make recommendations and call
a workshop meeting in October to proceed before the end of October.
Mr. Laughlin, associated with the First Bank and Trust Co, of Boca Raton,
introduced himself to the Commission. His bank is interested in the
bonds for Improvement District #l, and he asked. pertinent information.
Mr. Don Ross asked if the committee members could. be notified. of meetings.
As a member of the police committee he was answered in the affirmative.
