• A workshop meeting of the Town Commission was called to order by Mayor Horton
on Tuesday, November 24,~~~970 at 7:30 P. M. All Commissioners were present.
Mayor Horton notified the Commissioners that the Florida League of Municipali-
ties dues have been increased. Billing will come to us at a later date.
The Mayor read a notice received from the building and zoning department in
W. Palm Beach regarding the W. Plam Beach revision of their building code.
They have invited municipalities to send representatives to help to stand-
ardize a code throughout Palm Beach County. Mayor Horton passed this on
Tto the chairman of the Zoning committee, reminding further that the meeting
will be held December 16th.
Mayor Horton read a notice received from the State of Florida Dept. of
Air & Water Pollution Control which included information in accordance
with Public Law-Water Quality Improvement Act of 1970. It will be posted
on the bulletin board.
The Mayor read a letter eeceived from the City of Riviera Beach regarding a
Resolution they passed opposing a new state prison within Palm Beach County.
They are requesting neighboring communities to do the same but the Town
Commission decided to take no action at this time.
Mayor Horton read a copy of a Resolution received by us, passed by the City
. of Lake Worth concerning recommended criteria for proposed Federal legislation
establishing standards for treatment and disposal of sewage. After discussion
it was decided to keep this information on file, as a matter of record.
Mayor Horton notified. the Commissioners that decals to identify vehicles of
occupational licensed people would cost approximately $ 100.00. for 500.
This was tabled for the time being after discussion.
Discussion took place on several proposed Charter changes:
1. Dividing the work load among the Commissioners more equitably.
2. Providing that proposed Ordinances need not be read in full and
providing that copies of same be made available to the public.
3. The Commission shall designate by Resolution some qualified
person to act as Town Clerk. This person day or may not be a
resident of the Town.
4. Changing the fiscal year to coincide with the tax year.
Comm. Jurisch reported. that some of the beautification money will be diverted
to some necessary repairs at the water plant and that cleaning the spiractor
filter system will be done as standard procedure. Discussion took place re-
garding the repairs to the Bel Lido bridge.
Discussion was held regarding am honor for Mr. Rudy Hertwig. It was decided
to name the well field. in his honor and present him with a copy of a Resolution
• stating this.
Discussion took place concerning the Town accepting the county assessments,

• which were increased this year. Mr. Don Ross pointed out that the Town Commissio
can act as a Board of Equalization according to the Charter. Mr. Ross was
advised to seek his attorney who could then contact the Town attorney who
would. advise us as to procedure.
The meeting was adjourned. at 10:45 P. M.
