MINUTES: Special Meeting of the Town Commission - January 23, 1974
At 2:40 P.M., Vice Mayor Dent, in the absence of Mayor Horton, called
the meeting to order; in attendance were Vice Mayor Dent, and Commissioners
Gilday, Joy and Mumford. Meetingg called by Vice Mayor Dent and
Commissioners Gilday and Mumford.
For the record, the Vice Mayor advised that purposes for the meeting, as
amended, were to hear Mr. Alvin S. Levett, former Superintendent of
Jones Beach State Park, New York; and Dr. Ray McAllister, professor at
F.A.U. (These gentlemen were invited to address the Commission and give
their expertise regarding Duneline protection relative to a first reading
of an ordinance to amend Chapter 21, regarding seawalls, bulkheads, and
retaining walls.) Amended purposes of the meeting were to continue the
discussion regarding Urbanek's recreation building and to consider taking
action for a permit for docks and seawalls on Lots Nos. 116 and 117 where
proposed buildings, Twin Ambassadors, will be constructed.
There was considerable discussion regarding use of facilities and the
recreation building. Commissioner Gilday offered the motion that the
matter be tabled until further information is gathered. The motion
was seconded by Commissioner Joy and approved by Vice Mayor Dent and
Commissioners Gilday, Joy and Mumford.
• It was the consensus of the Commission that the Town Administrator write
to the City Manager of Delray Beach, Mr. J. Eldon Mariott and to that
City's Chief Building Inspector (and/or) inform them of the matter and
request their advice and/or approval, in writing.
The Vice Mayor read -into the record, a request for seawall and dock
permit for Lot Nos. 116 and 117. Commissioner Gilday offered the motion
that the permit be granted provided that any other approvals required
relative thereto, from other State or Federal Agencies be secured. This
motion was seconded by Commissioner Mumford and unanimously approved by
Vice Mayor Dent and Commissioners Gilday, Joy and Mumford.
Before the extensive briefing,.given by the invited speakers, Dr. McAllister
and Mr. Levett, Ms. Roberts gave a detailed explanation as to the areas
of concern, those which are not subject to building in the near future
and are without seawalls. Her assistance in pin-pointing the purpose°for
discussion was of assistance to the speakers and greatly appreciated by
the members of the Commission who were present.

Dr. McAllister described the operations presently being performed by
F.A.U, for the City of Deerfield, and the cooperation being received
and available from the Dept, of Natural Resources. The professor
suggested that if the Commission would write to Dr. William Tessin,
.express their interest and assistance required for studies to determine
a .reasonable bulkhead line, he, at the same time, would inquire if
such studies could be pursued by the Department and gather cost data
etc. for the Town. The matter will be pursued.
The Commission was advised by Commissioner Gilday that Chief Jones
would appreciate their approving another patrolman to be hired in
February. The additional staffing was set forth in the Police Budget
for F/Y 1974 and was scheduled .for May. The matter will have formal
approval at the Regular Meeting scheduled for February 5, 1974, there
were no objections to the earlier hiring date being proposed.
The Town Administrator read a request from Oliver-Hoffmann Corporation
dated January 22, regarding a tree removal permit for Lot No. 56. The
record will show the Commission gave conditional approval at its regular
meeting of January 8, 1974. Representatives of Oliver-Hoffmann, who
were in attendance, were advised that if the matter required approval
of the Community Appearance Board, or others, they would be so informed.
If necessary, a Special Meeting could be arranged prior to the Workshop
Meeting scheduled for Tuesday, January 29. - -
