MINUTES.: Workshop Meeting of the Town Commission, January 29, 1974

Mayor Horton called the workshop meeting to order at 7:55 P.M., and
all members of the Commission were in attendance.
The minutes which will be presented for approval at the Regular meeting
were discussed and corrections were noted in the contents for those
written for January 8 and 17.
Communications were read by the Mayor: Advice from Metro Contract
Services regarding carrier services for Jefferson Stores (no action
.required); Letter dated January 8, 1974, from the Fla. Dept. of Trans-
portation and Map. The map reflected areas proposed to be added to
the Federal Aid Urban System, and the area of AIA from Boca Raton to
Palm Beach was shown as being proposed for such aid. (Reply to be
sent that this meets with the approval of the Commission); The Flood
Control District news release of January 24th was summarized. That
Department advises that it is engaged in developing a master plan of
water supply for South Florida but it will be early 1977 before the
report can be completed .and that said plan will also feature several
alternative measures.
Commissioner Joy informed the Commission that at the next regular meeting,
• he would report on the status of the Bel Lido work done ,under
contract and warranty,by Belvedere Construction.
Mayor Horton was advised that the building department has granted the
fill permit requested by Oliver-Hoffmann for Lot No. 56. The letter
of January 22, which he started to read, needed no further action.
Prolonged discussion took place as to the views of the Commissioners with
regard to the requested Certificate of Occupancy for Urbanek's recrea-
tion building, This matter to be pursued.
Mayor Horton advised that Mr. Brunton had submitted, in a letter dated
January 25, his resignation. (Mr. Brunton is no longer a resident in the
Town) .
Commissioner Gilday was requested by Mayor Horton to consider a letter
dated January 10, 1974, which was written by the Mayor of Boca Raton
regarding the P$ge Communication Services. This matter to be discussed
at a later date.
Mayor Horton advised of a Public Hearing called by the Planning Board
to discuss and/or approve installations of the Highland Beach Utility
• Company sewer facilities as required by Section 5.7 of Chapter 30 of the
Code of Ordinances.( Hearing is scheduled for February 14 at 2:00 P.M.)

• Discussion took place regarding the requested postponement of the
Regular Meeting from February 5, Tuesday to the 6th, Wednesday due to
the request of several Commissioners to be able to attend Annual
Meetings of Condominiums on Tuesday. It was agreeable to the Commission
and Mayor Horton advised that proper notification be posted at Town
Hall and he would insert this information in the Monthly Bulletin as
to day and date change of the meeting.

Vice Mayor Dent informed the Commission that/Oliver-Hoffmann's second
proposed RPUD project would be delivered to the Planning Board for
their review.
Commissioner Mumford gave a brief summary of her attendance, with Ms.
Roberts, of a meeting on January 25th with State Authorities of FIND.
This meeting held in Stuart, had the Town's request for sale or lease
of another area of property which belongs to FIND. No decision was
made, but she advised that the board. assured them that the Town's
request would be given preference _if a decision is made. The Mayor
informed the Commission as to property within the Town which is owned
by T.I.I.F and the FIND.
• Commissioner Mumford also advised that she is trying to secure State
Funds for the purchase of Lot No. 106 to be used for .park purposes.
Commissioner Gilday informed the Commission of recent zoning decisions
which have appeared in local and Miamian papers. One case involved
a town in California and it was found in the U.S. District Court that
they had imposed a CAP which was unconstitutional due to the Commerce
clause. He also noted that it will be interesting to view future
decisions of Judge Knott.
