MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - March 21, 1974
• The Special Meeting called by Mayor Horton, Vice Mayor Dent and Commis-
sioner Gilday was called to order at 9:20 a.m. by Mayor Horton. The
purposes for this meeting are advised in the attached notice.
Present were: Mayor Horton, Vice Mayor Dent and Commis-
sioners Gilday, Joy and Mumford.
With respect to item one~Vice Mayor Dent proposed a motion to be con-
sidered, which would approve the issuance of the permit to the High-
land Beach Utilities Company with the proviso that the landscaping
subject to the approval of the Community Appearance Board be received
at a later date.
Matter discussed.
The Vice Mayor made the motion, similar to that proposed above; how-
ever, due to the lack of a second the motion was dropped.
Item two (2) building permits for issuance to Mr. Urbanek, Lots 109,
116 and 117 were discussed.
• It was the consenses of the Commission that when requested, Urbanek
properties, subject to the Court Agreement are to have building permits
issued by the Building Department provided proper payment of water
and sewer connection fees are received.
Commissioner Gilday offered a resolution (certain minor corrections
were made in the reading thereof) for the Commission to consider
approving Ms. Roberts, Higgins, and Barker to be Deputy Town Clerks.
Resolution No. 242, copy attached, was approved by the motion offered
by Commissioner Gilday seconded by Commissioner Joy, and unanimously
approved by all members of the Commission.

• reasons for supporting this section, advising of policies of General
Electric Company for illustration purposes.
The Commission also heard sentiments voiced by Judge Santangelo and
Ms. Roberts in this regard.
It was the consensus of the Commission that an amendment be made to
meet with their approval, the suggested wording, "Each of the Comm~_ssion-
ers, with the exception of the Mayor, shall have a specific area of
interest, and be available to the Town Manager for consultation."
Article IV, Section 4..05
This section was also discussed, at length, and the general
agreement was that an amendment be made to change a sentence to read,
"The Commission shall have power to prescribe the functions, powers,
and duties of all Departments of the Town except as otherwise provided
in this Charter."
A lengthy discussion took place as to salaries, and reasons therefor -
- for the Commissioners and the Mayor. Mayor Horton, Vice Mayor
Dent and Commissioners Gilday and Mumford expressed their opinions.
• No change was recommended to be pursued, the provisions to remain
unchanged.
