MINUTES: PUBLIC HEARING OF THE TOWN COMMISSION - March 21, 1974
• Mayor Horton called the Public Hearing to order at 9:50 a.m. (all members
of the Town Commission were present).
The Mayor advised that: The public hearing was called by the Commission
at their last meeting on March 14, 1974; published in the Boca Raton
News, and it also stated that the Town Commission would adopt the
following Ordinance: "An Ordinance of the Town of H ighland Beach,
Florida providing for certain Charter Changes to be voted upon by the
Electorate at the General Election to be held on May 7, 1974,"and the
first reading of the Ordinance was completed on March 14, and the
second reading is scheduled for April 2.
Residents in attendance and members of the Commission were requested
to join in the discussion of the proposed Charter Revisions.
The Mayor summarized the proposed Ordinance, calling attention to the
following:
(1) Many changes are procedural;
(2) Certain charter provisions are
to be deleted as being out-dated
• and/or no longer needed; and
(3) Major changes -
(a) Term of Office to two (2) years
instead of four (4) years; see Section 1.06
(b) Form of Government from Mayor- Commission
to Commission-Manager
(See Article III
(c) Salaries for the members of the Town
Commission; i.e., monthly payments of
$100.00 - Commissioners and $150.00 for
Mayor. (Previously $1.00 a year)
Discussion took place as to the first reading and proposed sections in
the Ordinance:
Article III, Section 3.03
Commissioner Gilday informed the Commission that Senator Hults was
consulted as to the provisions of this section.
Vice Mayor Dent stated that in his opinion this section required changes
to limit the activity of the members of the Commission.
• The pros and cons of having Commission Members appointed to a specific
area of interest was discussed at length. Mayor Horton gave his
