• MINUTES: Workshop Meeting of the Town Commission - March 21, 1974
When the Public Hearing was adjourned, at the request of Commissioner
Mumford, Mayor Horton called the workshop meeting so that the members
of the Commission could be advised of a pressing matter. The meeting
began at approximately 10:45 A.M.

Commissioner Mumford voiced her concern regarding the late working
hours at Urbanek's construction site (Highland Beach Ambassadors)
across from Seagate. The Commission were informed that on March 20,
ten (10) Cement Trucks arrived to pour concrete late in the afternoon..
This detail and the men on-the-job ~ta.s no~k in keeping with the ordinance
nor in the spirit of unavoidable work required beyond the normal
working hours in the town. It was nearly midnight before the men
and cars left the area and that there was a three-car collusion at
this section of SR A-1-A before the men and trucks left.
Mayor Horton requested Mr. Foster to advise the details for the late
pour, and Chief Jones advised of the issuance of a citation. Ptl. John
• Ryan was the officer on duty and his report concerning the accident
would be on file today.
A meeting is to be arranged with Mr. John Stevens, the Project Manager
of the Highland Beach Ambassadors Construction at both sites, Commission-
er Gilday, and Mr. Vern Foster.
Mayor Horton is to receive a synopsis of the Accident Report.
Ms. Roberts is to gather data as to what actions are taken in the
adjoining communities in similar circumstances and inform the Commission.
It was the consensus of the Commission that strong measures are required.
Knowing that a citation would be issued, and the late hour that work
was continued was tantamount to a total disregard for consideration
of the Town's residents and the Town Ordinance.

The matter] to be pursued and the Municipal Court through the Town
Prosecutor would be informed.
A brief discussion took place as to a paper prepared by the Vice Mayor
for the review of the members of the Commission. The matter was not
• discussed, and several members voiced their concern as the Town Attorney
is reviewing the Sewer Franchise to which this matter is relevant.

• A suggestion that the Commission schedule another Public Hearing before
the Regular Meeting of April 2, was discussed.
It was the general consensus that the public hearings and educational
process be after the regular meeting. Mayor Horton pointed out that
the regular meeting is in fact a public hearing and the attendance
at this meeting, the Monthly Bulletin and a Special Letter would
help in getting the residents to come to the meeting, and be informed.
A Workshop Meeting is scheduled for 7:30 P.M., March 28 and this
information is to be included in a Special Letter requesting residents
to come to the workshop and regular meeting for purposes of being
informed of the provisions of the proposed ordinance to amend the
Charter. The Special letter to be sent to all Condominium Associations,
The Highland Beach Civic League, the Bel Lido Owner's Association, and
to all members on the various boards of the Town.
The workshop meeting was adjourned at 11:10 A.M.
