1974.03.28_TC_Minutes_Workshop. MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - March 28, 1974
Mayor Horton called the workshop meeting to order at 7:40 P.M., and
all members of the Town Commission were in attendance.
The Agenda dated March 28, copy attached, lists items discussed and
summarized hereunder:
Item 1. Commissioner Gilday proposed that Section 106.6 should be
amended and will offer an amendment to the proposed ordinance, his
suggested wording: In the event the 45th or 60th day should fall on
a Saturday, Sunday, or Holiday, the following Monday shall be a valid
day in lieu thereof. Salaries, proposed to be paid to the Commission
members, were discussed, the amount versus Social Security maximum, etc.
and the wording of Section 3.03 was reviewed.
Ms. Roberts (re: item 2) informed the Commission that Mr. Summers of
Boynton had consulted with Mr. Jesse Arney regarding the wiring in the
junction box. Ms. Roberts gave costs data and recommended that the
Commission approve an expenditure relative thereto. Matter to be
voted at the regular meeting.
• Mayor Horton reviewed, in brief, his responses to the Vice Mayor's
suggestion (See item 3, Sewer Franchise proposal), each of the members
of the Commission have received a copy of the Mayor's summation.
Item 4, the agreement was not read and it was deemed advisable to hold
this matter in abeyance; however, it was the consensus of the Commission
that the permit for the treatment plant, which is awaiting the ~;pproval
of the Community Appearance Board is not tied to this action.
Mayor Horton read a proposed letter, regarding Item 5, that he suggested
be sent to each taxpayer to explain the continuation of the sewer service
charge. No objections or changes were voiced. Letter, copy attached,
to be sent to each sewer user.
Item 6, The proposed ordinances pending a final reading and other matters
for the Agenda of the Regular Meeting had no changes or questions, and
Mayor Horton informed the Commission that the Monthly Bulletin would
advise that the last date for filing of candidates will be April 8.

The members of the Commission will consider the naming of a member
to the South Florida Regional Planning Council, matter to be further
discussed, and/or action to be taken.
In addition to the matters advised in the attached agenda, the
Commission discussed the Citation(s) issued to the Highland Beach
Ambassadors for violations of the Town Ordinance, working hours, etc.
Commissioner Gilday, with Mr. Foster and Chief Jones, met with the
Construction Project Manager, Mr. John Stevens. The Town's position
was stated and if additional citations are issued, the building permit
will be pulled. (The Municipal Court's Calendar for April 8, has
this matter before it for fine and/or adjudication, the decision of the
Judge will be reported to the Commission).
The trees which may be available to the Town from the scheduled building
on the Parker Property was another matter viewed by the Commission and
Ms. Roberts and Ms. Stewart will keep the Town Commission informed as
data is known to them.
Commissioner Joy advised that he had viewed an alarm system which would
cost approximately $1,000.00 and he would gather other cost data for
competitive systems. Matter to be pursued.
