At 2:15 P.M., Mayor Horton called the meeting to order, the attachment,
"A" snows this hearing was called to further discuss the proposed
Charter Changes.
In attendance were: Mayor Horton, Vice Mayor Dent, and Commissioners
Gilday, Joy and Mumford.
Mayor Horton explained to residents that this would be the last meeting
before the qualified voters would vote on the proposed Charter Changes.
He summarized the numerous actions of the Charter Revision Committee,
its formation, meetings, and members thereof.
The Town Attorney's Opinion of April 25, 1974, "Charter Amendments"
(copy attached, "B"') was read into the record.
The Mayor informed the residents that in addition to the legal publica-
tion, a special Election Bulletin was sent to all residents, he felt
this bulletin and the Sample Ballot would give each voter full details
of the proposed Charter Changes (Attachments "C" and "D" are copies of
the bulletin and sample ballot).
In conducting the meeting, the Mayor read each proposal, invited
questions and discussion took place.
An inquiry was made and discussion took place as to salary comparisons
for City Managers in adjoining communities. It was pointed out that
a Town Manager has more responsibility than a Town Administrator.
Col. Houck advised the Commission that the Highland Beach Civic League
has gone on record giving full support to all of the proposed Charter
Changes and to the Candidates and also expressed the League's apprecia-
tion to the members of the Charter Revision Committee.
Mayor Horton, similarly expressed the appreciation of the Commission
to the members of the Charter~Revision Committee and to its Chairman,
Senator Hults. He urged residents to show their public interest and
urged all to vote, and continue the Town's excellent record in having
96% of the registered voters turnout at the poll.
The meeting was adjourned at 2:45 P.M.
