1974.05.08_TC_Minutes_RegularMINUTES: REGULAR MEETING OF THE TOWN COMMISSION HELD ON MAY 8, 1974 (Wednesday) - (Tuesday, May 7; 1974, was Election Day) Mayor Horton called the meeting to order at .7:35 P.M. Present were: Mayor Horton, Vice Mayor Dent, Commissioners Gilday, Joy and Mumford. The Mayor advised that because of the Election (and the absence of a quorum) he had recessed the meeting to this evening. (A copy of the Agenda is attached as Attachment "A"). Special Meeting held at 12:07 P.M., May 8, (today), was also recessed to this meeting. Mayor Horton summarized the contents of minutes of the meetings held April 2,4,11,29, and May 8, 1974. Said minutes were presented and approved. Motion was offered by Commissioner Gilday, seconded by Commissioner Mumford and in response to the question, all members of the Commission signified "Aye" . Mayor Horton, in the absence of the Chairman of the Finance Committee, gave his analysis of the monthly report, and stated the Town was in a sound financial condition. Mayor Horton requested the approval of expenditures incurred up to and including May 8,therefore, the record will show certain bills were read and payment thereof approved; motion offered by Commissioner Gilday, seconded by Vice Mayor Dent, and approved by Mayor Horton, Vice Mayor Dent and Commissioners Gilday, Joy and Mumford. Mayor Horton,-read-the Certificate of the Election results, copy attached to the Special Meeting of the Commission held at 12:07 P.M.; May 8, 1974, (today). The Mayor stated he wanted the record to show that he commended the Charter Revision Committee and their work,.. that these persons served without compensation; and they recognized and discharged their .duties faithfully. He expressed the gratitude of all residents who were favored to have these members serve as their representatives, He paid tribute to Ms. Roberts, the Town Administrator, who was the sole. employee in 1968, he gave his personal thanks to the staff. He paid his respects and expressed his appreciation to the members of the Town. Commission (stating their service goes beyond compensation). This acknowledgement, his farewell speech, also called attention to the various Committees and their members, many who serve without recognition, all faithful in their deliberations and recommendations. He further stated that the Town's progress was due to all the persons and their combined i efforts. Page -2- MINUTES.:. _ REGULAR MEETING OF THE. TOWN COMMISSION HELD ON MAY 8, 1974 (Wednesday) - (Tuesday, May 7, 1974, was Election Day) • Mayor Horton acknowledge and requested Father Slevin and Tom Losee, President of the Civic League to say a few words, when their remarks were concluded a brief recess took place. When the meeting resumed, the Hon. Judge John D. Wessell and the Town Clerk heard the Oaths of Office given to the new Mayor Morton E. Gilday, and to the new and/or reappointed Commissioners: Leslie W. Joy and Robert D. Clark. After these ceremonies were concluded, the Commissioners, as changed by the Election, took their positions and the meeting was again convened. Mayor Gilday acknowledged Mr. Eugene Caputo of the Area Planning Board of Plam Beach County. Mr. Caputo addressed the Commission and requested their approval to consider and approve a Resolution (which he read) whereby the Town of Highland Beach would acknowled(;~e their intent to join with other local governments in Palm Beach County for the resolution's stated purposes: "A program to develop and implement the waste treatment management system". • Mr. Caputo stated that the adoption of the resolution would enhance the possibility of Palm Beach County obtaining planning funds. See proposed resolution, copy attached, marked (Attachment "B"). Matter was discussed at length. It was suggested that the Resolution be tabled and be further discussed and/or approved later, since this meeting is to be recessed to May 14, 1974. Commissioner Mumford broached the matter of a new Police Commissioner. Mayor Gilday suggested Senator William Hults be considered, and he stated Senator Hults had indicated his willingness to serve in this and/or any capacity that would benefit the town. The Police Commissioner, it was stated, would report to the Commission as an independent depart- ment. Commissioner Mumford offered the motion to appoint Senator William Hults as Police Commissioner, seconded by Commissioner Clark. Voting their approval were: Mayor Gilday, Vice Mayor Dent and Commissioners Mumford, Joy and Clark. Mayor Gilday read Attachment "C", Attorney Sliney's letter of May 2,1974, ., Page -3- MINUTES: REGULAR MEETING OF THE TOWN COMMISSION HELD ON MAY 8, 1974 (Wednesday) - (Tuesday, May 7, 1974, was Election Day.) regarding the abandonment of Appleby Street (See Boca Map - water plant area). The Town Administrator advised that the Engineering Department of the City of Boca Raton (as advised by Mr. Van Sant) were voicing their objection. It was agreed that all members of the Commission and Attorney 5 liney be given an on-the-site evaluation of this matter, Ms. Roberts suggested a tour of the Water Plant, etc., be made on Monday, May 13th at 9:30 A.M. Ms. Roberts urged residents and the Commission to send fifteen word telegrams to the Governor as to their opposition or approval of pending legislation advised in the Florida League of Cities Datagram. She also read the Agenda of the Palm Beach County League Meeting for Friday, May 10th. Mayor Gilday summarized a letter dated April 24, 1974, received from Mr. Rudolph A. Brey, Public Relations and Publicity Director of the Knights of Columbus and read a resolution into the record. (See Attach- ment "D"). In requesting a motion for adoption of this resolution, (regarding Fraternal Week) it was the consensus of the Commission that • in view of the proclamation of the Governor, (Hon. Reuben O'D Askew) the said resolution was not necessary, the requested resolution was not adopted. Vice Mayor Dent advised that Radice is desirous of making some changes and he advised that a letter be written to the Town Commission for their review, etc. He further requested a study session be set for the con- sideration of the Sewer Agreement for the Highland Beach Utility Co., and that he would consult with Attorney Sliney for an Ordinance relative to similar problems which may ensue from developers who have had approval of their initial plans from the Moratorium Variance Board. No other matters were brought to the Commission for discussion. Commissioner Joy offered the motion, seconded by Vice Mayor Dent, and agreed by all members of the Commission, that this meeting be recessed to 7:30 P.M., May 14, 1974. Pursuant to the provisions of Section 8.9 of the Code of Ordinances, you are requested to be present at twelve o'clock noon, today, (day following the General Election held May 7, 1974) to receive The Certification of Election results to be delivered to the Commission by Mr. Edward A. Potere, Clerk of the said election. This meeting shall have the Town Commission canvass said returns and the results as shown by such return shall be by the Commission declared as the results of the aforesaid election.
