MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - MAY 14, 1974
Mayor Gilday called the meeting to order at 9:30 A.M „ present were:
Mayor Gilday, Vice Mayor Dent and Commissioners
Mumford, Joy and Clark.
The purpose of this meeting was read by the Mayor, see attached copy
of the Notice, Attachment "A".
The Mayor recited the major changes to the Charter which were approved
by the qualified voters at the Election held May 7, 1974, He informed
the Commission that the Bureau of Laws, Office of the Secretary of
State had acknowledged their receipt of documents so as to make the
revised Charter effective.
He requested motions be offered for consideration regarding the
implementation of the Commission-Manager government. He suggested
that the Town Administrator, Ms. Elaine W. Roberts, be authorized
to carry-out the duties and functions of the Town Manager and be
officially appointed.
Mayor Gilday read a letter dated May 9, 1974, received from the Civic
League. See Attachment "B".
• Discussion took place as to the RPUD -petition of Oliver Hoffman
Corporation and the decision of the Planning Board relative thereto
(See copy of Planning Board's letter dated May 16, 1974, copy attached,
marked, Attachment "C".
Commissioner Joy spoke regarding the appointment and/or selection of
the Town Manager. He stated the extent he discussed this matter with
residents and concluded that the matter should be the decision of the
Town Commission,
Vice Mayor Dent supported Commissioner Jay in that the final decision
be made by the Commission; however, he deemed it advisable from the
standpoint of objectivity to have at least three residents of the
Town, also review resumes, rate them and inform the Commission accord-
ingly. Commissioner Mumford was in agreement; whereas, Commissioner
Clark objected, and stressed promotion from within an organization.
A prolonged discussion took place.
Mayor Gilday stated that the duties and responsibilities being
performed under the title of 'own Administrator are essentially

those of the Town Manager.

Mayor Gilday, it was the consensus of the Commission that Ms. Roberts
be made Acting Town Manager, and the formal approval (resolution)
be at the meeting scheduled to begin at 7:30 P.M. Three members
of the Commission were not in agreement to having other residents
view applications to be received for the permanent appointment.
Mayor Gilday suggested the appointment of an Assistant to the Town
Manager. It was suggested Ms. Ciomei be given such added duties
and this would also be considered and/or approved at the regular
meeting tonight. Salary was discussed for the position and the
salary range was agreeable to all.
Mayor Gilday advised that it was his intention to establish and maintain
an office and be available to the public in Town Hall. Discussion
followed.
The meeting was adjourned at 12:05 P.M.
