1974.06.14_TC_Minutes_Special~,~ ~.~- MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - June 14, 1974 • At 11:05 A.M., Mayor Gilday called the meeting to order. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Clark and Bauer Absent: Commissioner Mumford. Mayor Gilday read the contents of the .notice calling for the Special Meeting dated June 10, 1974, (Attachment "A"). The first order of business was a first reading, by title, of the following ordinances: 1. Ordinance by which the Town elects to exercise the powers granted under Chapter 163, Part II, Florida Statutes, and 2. Ordinance by which the Town will re-adopt provisions for the establishment of a Planning Commission. The Mayor instructed the Town Clerk to take the necessary steps to ensure that the legal ad met not only the 14-day publication requirement but also that of a "Due Public Notice: (5 and 15-day notice). The Acting Town Manager requested that the date of first reading and dates of publication be added to the ordinance prior to the proposed adoption thereof. With respect to item 2 of the notice, the Acting Town Manager gave a report that a letter had been sent to Russell & Axon on June 13, 1974, matter to be pursued. The Commission, in response to Ms. Robert's request, agreed that a Workshop Meeting with the Town's Consulting Engineer, John Klinck would be desirable. The meeting was scheduled for Tuesday, June 18 at 10:00 A.M. A lengthy discussion took place as to changes in building plans not being verified. It was suggested that whenever changes were noted they be brought to the attention of the Code Enforcement Officer and/or Ms. Roberts. Procedures are to be established for comparison of plans before the build- ing permit be issued. It was the opinion of Commissioner Clark that every Developer should be required to prepare a statement of certification that the design and statistics of final building plans conform to approved preliminary plans. It was the consensus of the Commission that such a Certification be pre- pared for usage (Town Attorney to view same). Chairman Kemery requested that whenever petitions are received for actions subject to the review of the Board of Adjustment, these petitions also be sent to the Planning Board. Further, members of the Planning Board should receive copies of notices of meetings of the Board of Adjustment. Bills were presented and approved for payment;.
