MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - June 18, 1974
At 10:00 A.M., Mayor Gilday called the Workshop Meeting to order.
• Present were: Mayor Gilday, Vice Mayor Joy and
Commissioners Clark and Bauer.
Absent: Commissioner Mumford.
Mayor Gilday advised that the meeting was called to assemble information
and secure appropriate answers as to problems of the Town for its sewer
system and water expansion program. Mr. John Klinck, the Town's Consult-
ing Engineer (Russell & Axon) was present. Mayor Gilday suggested that
Ms. Robert begin the question and answer session.
The Acting Town Manager gave background data of sewer system connection
problems. She advised that a great deal of time had been spent trying to
figure out the number of non-treated connections--which she understood
would be those connections north of the interim treatment plant. She stated
that, not fully understanding this situation, she deemed it advisable that
the Commission and she receive an adequate explanation of the letter of
June 12, 1974 received from the Health Department, etc. (letter read into
the record, attachment "A").
Mr. Klinck in response to direct questions explained that the abbrevia-
tions of "BOD" and "SS" are terms used to determine certain kinds of
pollutants; viz., BOD a five-day test (by-of-date), or Biological Oxygen
Demand; SS for Suspended Solids; and Pollutants are expressed in pounds
per day and 90% treatment means, 90% of the pollutants removed from the
volume of sewage, remaining 10%, unchanged. He further stated the "trade-
off" contemplated as one to one is incorrect; advice in the above mentioned
letter (Health Department letter of June 12) states "may permit nine (9)
new non-treated connections for each 10 treated connections"--connections
and treated sewage via the interim treatment plant. He explained a ball-
park ratio for tabulation purposes would be 75-100 gallons per day per
person for a single-family home of 2.5 person per unit, for apartments,
use 2.2 persons. He suggested that a map of the area be made to show what
units would be involved, tabulated to evaluate the numbers permissive for
sewer connections, using gallon-usage flow equated to the number of units.
This matter to be pursued and when finalized would be up-dated for each
permit issued.
A lengthy discussion of the problems of Holiday Inn and the Sewer Franchise
then took place.
It was Mr. Klinck's opinion that to use the force main of the sewer system
of the Town did not require approval of the Highland Beach Utility Company.
He informed the Commission that Russell & Axon was "inherited" by the
• Utility Company when they were working on the Town's system at the time

the Franchise was granted.
• Commissioner Clark, reading from paragraph nine of the Agreement of
June 18, 1973, gave rise to the discussion of the plural of facilities
versus the singular thereof, the building of other interim treatment sewage
plants by the Utility Company and/or by others, and the bonds received
by the Town were also discussed.
It was the consensus of the Commission that approved Engineering plans
for the Interim Treatment Plant would entitle the Town to ensure that the
Bonds on hand were Performance and/or Payment this matter to be pursued.
Vice Mayor Joy inquired when would the Consulting Engineers be meeting with
and discussing the sewer problems with the Utility Company. (Advice:
A meeting is scheduled with an authorized representative with Mr. Klinck
on this same day, later in the afternoon, and the Vice Mayor was requested
to attend and audit the meeting).
Mr. Massiello of Holiday Inn Requested the Commission to approve, in
principle, the issuance of a building permit based on the covenants stated
in a letter of June 14, see attachment "B" (Letter signed by Mr. Abdallah
of O'Brien, Suiter & O'Brien, Inc., stating that their client, All American
Leisure Properties (Holiday Inn) proposed to give a firm commitment to
build on their site a sanitary sewage facility for the proposed 30-unit
• addition and furnish bond or other satisfactory security for disposal
thereof, etc.).
Ms. Roberts was informed of the Commission's consensus that in addition
to the provisos required on all building permits, the requested building
permit to Holiday could be issued provided that they secured all the ne-
cessary approvals of other governmental agencies relative to their proposed
plant, (pumping facilities to pump sewage directly after treatment into
the main) .
It was suggested that a letter be sent to the Utility Company putting them
on notice as to "trade-offs" and correspondence being sent to the Department
of Pollution Control.
The Commission queried Mr. Klinck as to water expansion progress, costs
of engineering designs to date, methods to be employed for identification
of projects, and wiring problems at the well field, etc.
The Commission also requested a summary for their determination as to
Non-performance, and to what degree the sewer system is incomplete as
to laterals.

Payment of the bill of Lauderdale Contracting was discussed, payment
not in order, matter in abeyance.
