1974.06.21_TC_Minutes_Special MEMORANDUM OF: PUBLIC HEARING AND SPECIAL JOINT MEETING HELD IN THE TOWN OF HIGHLAND BEACH - JUNE 21, 1974 • Called by: Mayor William F. Koch, Jr., Town of Gulfstream Purpose: To discuss Sewer Regional Plan for Communities of the South Central Region of the Palm Beach County Water Quality Management Plan and receive information to be furnished by Mr. John R. Maloy, of the A.P.B. Attending were: Mayor of the Town of: Highland Beach - Morton E. Gilday, Town of Ocean Ridge - Thomas L. Volpe, Town of Briny Breezes - Hugh David. Also in attendance were various Commissioners of these Municipalities and County Commissioner George V. Warren. The discussion and reason for the meeting was to acquaint the governing bodies of the above Municipalities as to funding of costs to be involved in the operation of the Sewer Regional Plan. This will have a direct bearing on these Municipalities and it is deemed beneficial to know who will be the Operator vis-a-vis Boynton and Delray. • It was stated that Palm Beach County has been Federally Funded for Sewer Systems for Five Million Dollars provided that the evidence required from Grant Recipients are satisfactory. Mr. Maloy stated that time is of the essence since such funds will become available shortly after July 1, 1974. If we do not resolve this matter and do not qualify this year, the priorities may be such that there could be a loss of this fund. The Mayors were informed of Boynton Beach's preference for an Authority whereas Delray favors a Contractual Agreement. The pros and cons of these arrangements were discussed at length. Advice was given of the acceptance by West Palm Beach, Lake Worth and Riviera Beach of the con- tractual basis for their regional plant. Mr. Maloy stressed that the Project be viewed as a regional project pointing out that there are stipulated rates required by the State and the Federal Government which are directly attributable to the sewer system. Since the Environmental Protection Agency now issues the permits for the sewer plants he questioned the building of interim treatment plants. In response to questions, Mr. Maloy confirmed the cheapest, and fastest method to resolve this matter would be the Contractual Agreement basis • and stated that the proposed 12 MGD Plant should be done as soon as possible. Page -2- , MEMORANDUM OF: PUBLIC HEARING AND SPECIAL JOINT MEETING HELD IN THE TOWN OF HIGHLAND BEACH - JUNE 21, 1974 County Commissioner Warren proposed a meeting of all Cities and Munic- ipalities involved to resolve the problem. The Mayors were advised of the pro rata costs to be borne by the user Municipality and that the Federal Grant will pay 70'~ of the Plant, interceptor lines and force systems. It was further suggested that the building of the Plant will take 2-3 years and a 3-Man Advisory Board could be viewed at a later period with one representation from Delray, Boynton and all others). Mr. Maloy stated there is no question that Delray will build the plant, and stated an Authority may be undesirable from the standpoint of re- quiring charges being equally borne. Discussion of a general meeting was suggested, that Commissions of each Municipality be persuasive toward getting Boynton Beach to have Delray designated so that initial grant funds could be secured. Mayor Volpe suggested having the County Commissioners assist in the situation. Mayor Gilday suggested a Resolution to the County Commissioners urging them to resolve the matter by having a meeting to bring this matter to a solution. It was also suggested that Attorneys who drew up contractual agreements for Riviera Beach and others and who have the expertise in these matters, also be contacted and included. Mayor Gilday offered the motion for adoption, Mayor David seconded and it was unanimously approved by the Mayors present.
