1974.06.25_TC_Minutes_WorkshopMINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - JUNE 25, 1974 • Following the Special Meeting, Mayor Gilday called the Workshop Meeting to order at 10:35 A.M. Copies of notices and agenda attachment "A". Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Clark and Bauer. Discussion of the proposed ordinances took place. With respect to item one, Ordinance to Amend Chapter Two of the Code, changes were made in Sections 2-19 and -20. With respect to certain appointed positions; namely, the Chief of Police,; Town Clerk and Town Treasurer, (Charter Offices) whose appointment is provided to be made by the Commission, they shall not be discharged by the Town Manager without~Commission approval but may, under appropriate circumstances, be suspended by the Town Manager who shall forthwith call a Specia•1 Meeting or if the Regular Monthly Meeting is to be held within three (3) days (Saturdays, Sundays and Holidays excluded) and at such meeting make a full report and recommendation thereon to the Commission which body shall then take appropriate action. • Section 2-20 will be augmented for clarifying the discharging of any administrative officer as well as the usage of the word "employ" relative to administrative officers, who are appointees of the Town Commission. The Town's Counsel will offer appropriate language for substitution prior to the final reading scheduled for July 2, 1974. There were no questions as to the other ordinances which will also be read at the July 2 meeting. Vice Mayor Joy requested information as to what permit(s) have been issued to Urbanek for pipe storage, to the South of Town and next to :Seagate. The Acting Town Manager advised of a letter and that she will gather the necessary facts and inform the Commission. The Code Enforcement Officer, Mr. John O"Grady, gave a status report of the activities in the Building Department to ensure compliance with plans. He informed the Commission that site plans are required at all construction sites and is taking immediate steps to enforce this requirement. Mr. Klinck appeared before the Commission and read excerpts from a letter received from the City of Boca Raton relative to the installation • of a new 14 inch water transfer line within the right-of way of Appleby Street in Boca Raton to the Intracoastal Waterway. At his request, and in order to acquiesce to Boca Raton's requirements, a MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - JUNE 25, 1974-PAGE 2 letter is to be written and be subject to the approval of the Town Commission. This matter added to the agenda for items to be considered at the Special Meeting which has been called for Thursday, June 27, 1974 at 10:30 A.M. The meeting was adjourned at 12:00 Noon.
