1974.07.23_TC_Minutes_Special MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - Jul 23 1974 Mayor Gilday called the meeting to order at 10:00 A.M. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Clark and Bauer. Absent: Commissioner Mumford. Mayor Gilday announced that he had called the Special Meeting and he read item one of the notice (attachment "A": describes proposed purposes of the meeting). The proposed emergency ordinance was read, in full. ORDINANCE NO. 236: Enactment of a 60-day building Moratorium. Commissioner Bauer offered the motion to approve the ordinance, as read, and Commissioner Clark seconded. Being an emergency measure this proposed ordinance requires the approval and signatures of four members of the Commission and is not subject to publication of intent. Before the roll call vote was taken, discussion as to reasons for and against the measure took place. Attorney Sliney summarized conditions which have existed and measures which are pending before the Planning Commission and also require passage by the Town Commission. The ordinance was adopted on a unanimous vote, Commissioner Clark, Vice Mayor Joy, Commissioner Bauer and Mayor Gilday each cast their vote: "Aye". Senator Hults addressed the Commission with respect to item 3, and advised that Chief Jones will be on vacation from August 3 thru August 24, in his absence, he recommended that Patrolman John Ryan be acting Sargent with a 10% increase over his normal salary for this period. Vice Mayor Joy offered the motion for approval, Commissioner Bauer seconded and all members of the Commission present, voted their agreement. Bills were presented for approval by the Acting Town Manager. On a motion by Commissioner Bauer, seconded by Commissioner Clark, they were all unanimously approved. Vice Mayor Joy inquired as to pending bills of Russell & Axon which have not been paid pending review. He advised that he would like to hear the explanation for these bills and Ms. Roberts advised that a tentative meeting with Mr. John Klinck is scheduled for Tuesday, July a3, to discuss these bills. r • ~J • Special meeting of the Town Commission - July 23, 1974 - Page -2- Mayor Gilday informed the Commission that the Planning Commission did not complete their review of the Land Use - Comprehensive Plan. They recessed the Public Hearing to July 25, and at 2:00 P.M., they will resume the hearing on the Comprehensive Plan. In the event, the Planning Commission completes their recommendations the members of the Commission are to receive copies of the final Comprehensive Plan for their review and study, at the earliest possible moment. Ms. Roberts assured them that copies would be furnished by Friday, at the latest. Mayor Gilday advised that the Special Meeting is being recessed to 10:00 A.M., Monday, July 29,fbr item 2 of the notice; provided, the Planning Commission completes their approval of the proposed plan.
