MINUTES: SPECIAL_MEETING AND WORKSHOP MEETING OF THE TOWN COMMISSION.

At 9:20 A.M., Mayor Gilday called the Special Meeting to order.
Present were: Mayor Gilday, Vice Mayor Joy and
Commissioner Clark.
Absent were: Commissioners Mumford and Bauer.
The purposes as set forth in the Notice calling for the Special Meeting,
Attachment "A", were amended by Attachment "B", Agenda, (eliminated
consideration and/or action on the proposed Finance Director).
Resolution No. 257 - On a motion offered by Vice Mayor Joy, seconded by
Commissioner Clark and with the unanimous approval of Mayor Gilday,
Vice Mayor Joy and Commissioner Clark, provides that Mayor Gilday, Elaine
W. Roberts, Thalia Higgins and Mary Joan Ciomei are authorized to have
access to the safety deposit box (new box, smaller size) at Sun First
National Bank of Delray.
Lengthy discussion followed as to the proposed purchase of a new 1974
Dodge Coronet for the Highland Beach Police Department. (Delivery to
be shortly after October 1, Fiscal Year 1975 - purchase). Chief Jones
had secured three bids; namely, Hauser Dodge, Delray Beach - $3,450;
• Vic Francis in Pompano - $3,500; and Massey Yardley, Ft. Lauderdale -
$3,375. Commissioner Clark offered the motion that the trade-in be
effected and that the purchase be consumated with the lowest bidder
(Massey Yardley in Fort Lauderdale ). The motion was seconded by
Vice Mayor Joy and discussion took place. Commissioner Clark objected
to any consideration of purchase other than the lowest bid; however,
the motion was amended and acceptable to both, that if Hauser Dodge
would reduce his bid to the same amount, the purchase could be made
from that dealer. Ms. Roberts then presented bills for approval and
payment. Russell & Axon invoices dated May 31 and June 30, 1974, pre-
viously deferred, were among the bills approved. Vice Mayor Joy informed
the Commission the matter was discussed with Mr. Klinck. (Billings of
hourly charges for consultation.)
At approximately 10:10 A.M., the purposes of the Special Meeting were
concluded and the Mayor declared the Workshop Meeting to be in session.
The proposed ordinances which have had a first reading and are scheduled
for a full reading and subject to approval at the August 6 meeting, were
discussed. No changes or objections were made to the proposed ordinances;
except for the proposed amendment to Chapter 23 - Signs and Advertising.

• Town Manager also desired the ordinance be amended to provide for an
inspection fee. Matter will be subject to review and discussion with
the Chairman of the Community Appearance Board. At Mayor Gilday's
suggestion, pending revision, this proposed amendatory ordinance be
tabled until the September meeting.
A discussion took place as to pipe presently on Urbanek's property
(on the west side of A-1-A, px'ior model site). Mr. Totz, in audience,
agreed to a suggestion that the pipe be moved sufficiently behind the
old model, so that this pipe storage not be evident from A-1-A.
At this point of time, a recess was called to allow the representatives
of Florida Atlantic University to set up a screen and projector that
would be used in their presentation of findings of the completed Duneline
Study. When the meeting was back in session, Professor Murday was the
narrator and gave an explanation of the material submitted to the Town
in their report titled, "Recommended Coastal Setback Lines", which was
accompanied by an Appendix A, prepared under the Florida Cooperative
Extension Service (Marine Advisory Program). The presentation, by slides,
showed the coastal area of the Town in four different areas and he ex-
plained that maps secured for years 1953, 1965, 1968, 1970, 1972, and
1974 formulated their basic approach (maps had to be reduced to a single
• scale). The slides showed comparisons of changes during certain years;
i.e., comparing 1953 to 1965, 1965 to 1968, 1968 to 1970, 1970 to 1972,
and 1972 to 1974. The photo analysis was done by Dr. Baker and showed
that the shoreline was moving back. The width of the beach had consider-
able change in all areas up to 1965, but very little since such period.
An exception to this finding was for the area which had the concrete
enclosed swimming pool.
Professor Murday advised that the State of Florida is currently conduct-
ing similar studies in other counties and is scheduled to begin within
90 days, their studies in Palm Beach County. Using the criteria des-
cribed hereunder, official figures as to wave buildup during storms they
prepared benchmark studies which they mapped and showed what will happen
at least once in every 20 years or 100 years, etc. Their criteria for
the benchmark studies were equations of various projections of the
Erosion trends, (hydrographic surveys done about 600' apart and topo-
graphic land surveys about 200' apart) then taking a point from the
"hard" vegetation line and data as to established wave uprush during
storm conditions and hurricane tides.
Their findings continues to support the U. S. Army Corps of Engineer's
Report of 1959 that Highland Beach is an area of erosion. Since 1970,
