MINUTES• SPECIAL MEETING OF THE TOWN COMMISSION HELD ON AUGUST 16,.1974
. At 11:30 A.M. Mayor Gilday called the special meeting to order:
Present were: Mayor Gilday, Vice Mayor Joy and
Commissioners Clark and Bauer.
The notices dated August 9, 1974, Attachment "A" (2 pages) shows the
purposes and matters to be considered and/or approved.
The request from Mr. Urbanek to consider approval of an agreement of
Maintainance relative to run-off water (Attachment "B") at Highland
Beach Ambassador's Site 5 was tabled.
Mr. Urbanek, in audience, advised that since the water would be going into
the Intracoastal Waterway, it was necessary that they receive the ap-
proval of the Corps of Engineers before requesting the Town Commission
to take appropriate action. The drain in Bel Lido was via finger canals
and did not require approval of any other governmental agencies.)
A first reading to amend the fees set forth in Chapter 7 of the Code,
then took place. The title of the proposed ordinance was read into
the records, will be advertised and discussed at the work-shop meeting,
final reading scheduled for September 3, 1974.
• With respect to filling the vacancy on the Finance Committee (due to
Mr. Rosenberg's resignation therefrom), Commissioner Bauer offered a
motion nominating Louis Y. Horton, the former Mayor, Commissioner Clark
seconded and the members of the Co~¢nissioners, present all voted: Aye.
Mayor Gilday advised the Commission of the recent killing of Patrolman
Kennedy of the Delray Beach Police Department and read into the record,
Acting Sgt. John D. Ryan's memo, addressed to the Commission, dated
August 17, 1974, Attachment "C". (The memo requests the Town Commission
to consider a donation to the John D. Kennedy Fund, c/o Barnett Bank,
and cites the cooperation that this officer had given to the Town's
Police Force.)
It was agreed that the donation be made and after some discussion Com-
missioner Clark offered the motion that the sum of $100.00 be made to
the Kennedy Fund, Vice Mayor Joy seconded and the motion was unanimously
approved.
Resolution Number 261, Copy attached, which shows funds and withdrawal
authorization signatures therefor, relative to an account for the Town
at First Federal Savings and Loan Association of Broward County, stan-
dard bank card form, was approved on a motion made by Commissioner
• Bauer, seconded by Commissioner Clark and all members voted their ap-
proval .

Commissioner Clark questioned certain preliminary budget data and a
meeting has been called for consideration and approval of the Budget
for F/Y 75 for Friday, August 23.
Bills were presented for approval.
Vice Mayor Joy inquired if a workshop meeting would be called for dis-
cussion of Urbanek's request for a"variance" relative to possible vio-
lations of certain Ambassador buildings. Mayor Gilday stated that
everyone has the right to be heard.
Mayor Gilday advised that the Highland Beach Civic League has written
two letters, one dealing with rumors that the Post Office substation
in the Town would be moved and the other requested the Commission to
suspend building permits of the Ambassador projects due to safety fac-
tors. (See Attachment "E" and Minutes of August 20, 1974 for respective
copies). The Building Code Enforcement Officer stated that it was his
opinion that there does not exist any risk of danger, or possible
property damage. Commissioner Bauer and Vice Mayor Joy then arranged
with Mr. O'Grady to have independent on-site inspections of the building
and/or seawall corrections needed at the Ambassador project.
The meeting adjourned at 12:30 P.M.
