1974.09.18_TC_Minutes_SpecialMINUTES: Special Meeting of the Town Commission - September 18, 1974. At 10:00 A.M., Vice Mayor Joy called the Special Meeting to order. Present were: Vice Mayor Joy, Commissioners Mumford, Clark and Bauer. Absent: Mayor Gilday. Vice Mayor Joy read into the record the purpose of the meeting as set forth in the Notice dated September 12, 1974, copy attachment "A". ORDINANCE NO. 248 - EMERGENCY ORDINANCE -(60 day Moratorium on applications for the issuance of building_ permits - excepting only single family dwellings.) The above proposed ordinance was read, in its entirety. Commissioner Bauer offered the motion for adoption and Commissioner Clark seconded. Discussion followed. Vice Mayor Joy advised that the present moratorium would expire on September 20, unless the proposed ordinance is adopted and that this required four aye votes. Commissioner Clark expressed his dissatisfaction that it was necessary to continue the moratorium and hoped this enactment would be the last time. Vice Mayor Joy also expressed his concern and his comments were similar to those of Commissioner Clark. The record will show that by roll call voting, there were four affirmative votes for immediate adoption of this emergency ordinance, voting aye were: Commissioner Clark, Commissioner Mumford, Vice Mayor Joy and Commissioner Bauer.
