1974.09.23_TC_Minutes_Special MINUTES; SPECIAL MEETING OF THE TOWN COMMISSION - SEPTEMBER 23, 1974 ' Mayor Gilday called the meeting to order at 10:30 A.M. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Mumford, Bauer and Clark The Mayor read the first purpose of the meeting, see Attachment "A", notice calling. the meeting. Mayor Gilday read into the record the Planning Commission's letter of September 19 (which transmitted their Final Report for the proposed zoning ordinance) - Attachment "B". Commissioner Clark offered a motion, Commissioner Bauer seconded and all members of the Commission voted that a meeting for the first reading of the proposed ordinance be advertised (with due public notice) and the date was set as October 14 at 1:00 P.M. (This motion was amended at a Special Meeting held September 24 date changed to October 15, as the 14th will be a legal holiday). It was also decided to advise the public that the date for the proposed • final reading would be November 4th at 1:00 P.M. Vice Mayor Joy offered the motion and Commissioner Clark seconded. Aye votes were cast by all members of the Commission. Mayor Gilday advised the members of the Commission that pursuant to the Charter provisions, Mrs. Roberts had been appointed as Acting Town Manager in May. To recruit applicants for the position of Town Manager, an ad was placed in a large number of Florida papers, the Wall Street Journal and the New York Times, as well as several trade publications. The Mayor advised that 64 applicants applied for the position and Commissioner Clark read and evaluated each applicant as to Education, Experience, etc. Using a point system for each category, the applicationr~ showing probable suitability were reduced to eight. Five citizens and~each Commissioner individually rated these and only three became /contenders; however, two of these declined to appear for personal interviews due to question of salary and/or other benefits they were receiving which the Town could not equal. Mrs. Roberts was rated highly by all of the members of the citizens group and the Commission. Commissioner Bauer offered a resolution (Resolution No. 264 - Attachment "C") proposing appointment of Elaine W. Roberts to serve in the capacity of Town Manager, her appointment to be effective October 1, for a period of six months, at an annual salary of $16,100.00. * - top Page 2 ~ MINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - SEPTEMBER ~3, 1974 Commissioner Clark pointed out that many persons who applied for the position were either young persons who applied in the anticipation of merely securing experience whereas other persons were hopeful of being selected in order to assist them in moving to Florida. He stated that, in his opinion, Mrs. Roberts had a tremendous advantage. of six years on-the-job experience. Some of the candidates rated higher in some categories but Mrs. Roberts was among the top ones. He then gave an illustration of how he applied the decimal rating system so as to eliminate personalities. Vice Mayor Joy agreed that Mrs. Roberts' experience was invaluable and he joined in approving the selectioxi. Several members of the citizens group and the Highland Beach Civic League were also in the audience and they, too, concurred with the reasons expressed and the selection. Messrs. Genovese and Beekman also added their accolades. Mayor Gilday summarized these Pxnressions and stated that Mrs. Roberts is conscientious and acts in the interests of the Town. Commissioner Clark, Commissioner Mumford, Mayor Gilday, Commissioner • Bauer and Vice Mayor Joy voted Aye, unanimously approving the aforesaid resolution. Mrs. Roberts responded with her sincere thanks and that it was a dream come true. Bills were presented and approved for payment. Discussions took place as to the progress of the Water Main project and bills of Russell & Axon. The meeting was concluded at 11:30 A.M.
