At 11:30 A.M., Mayor Gilday called the special meeting to order, the
purposes therefor are shown in the notice, attachment "A".
Present were: Mayor Gilday, Vice Mayor Joy, and Commissioners
Mumford, Bauer and Clark.

The Town Clerk read a proposed resolution which was requested by the City
of Delray to assist them and Boynton Beach with respect to their receiving
grant funds for the South Central Regional Sewer Plan.
Resolution No. 270 (copy attachment "B"-objecting to reduction of Federal
Funds for Sewerage Construction Grants, etc.). This was adopted on a
motion offered by Vice Mayor Joy and seconded by Commissioner Mumford.
All members of the Commission, in response to a roll call vote, voted:

Mayor Gilday read into the record, a letter dated October 16, 1974, from
Attorney Thomas J. Becker, see attachment "C", which suggests the hiring
of Kimley-Horn Traffic Engineers to assist in the pending litigation.
Discussion took place and Mrs. Roberts consulted with Attorney Becker by
phone and informed the Commission of what could be achieved in having this
firm serve as a consultant.
Commissioner Bauer offered the motion that they approve the hiring of
Kimley Horn Traffic Engineers to be consultants, on the basis of the pro-
posal as defined in the aforementioned letter. Vice Mayor Joy seconded
and Commissioners Clark and Mumford, Mayor Gilday, Commissioner Bauer and
Vice Mayor Joy all voted their agreement. 'I`he Finance Director was in-
structed as to the preparation of the check.
The Mayor then discussed a letter of October 10, 1974, which was received
from Mr. Abernathy, see attachment "D". This matter was discussed at
length. The Town Manager informed the Commissioners of her follow-up phone
conversation with Mr. Abernathy. She also reported that Attorney Becker
was apprised of the statements contained therein. It was the consensus of
the Governing Body to respond to the letter and have Attorney Becker's
preliminary approval to the proposed response.
The Town Commission were furnished with copies of Dr. Guelzow's letter of
October L0, attachment "E", and this will be read at the November 6 meet-
ing, and also discussed at the workshop meeting as to candidates to be
considered for this vacancy.
