1974.12.27_TC_Minutes_Speciall t • MINUTES: Special and Workshop Meetings of the Town Commission - December 27, 1974. Mayor Gilday called the Special Meeting to order at 10:05 A.M., the attached notice, Attachment "A" advised that the meeting was scheduled for 9:30 A.M., the purpose thereof to consider and/or approve the Sewage Interim Treatment Plant. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Mumford, Bauer and Clark Also in attendance were Mrs. Roberts, the Town Manager, John P. O'Grady, the Building Inspector. 'T'here were also interested townspeople and Messrs. August Urbanek, Earl Totz, and Gil Winton, in audience. The Mayor advised the purpose for the special meeting. The Town Manager read Attachment "B", a letter dated December 18, 1974, from Russell & Axon. Discussion followed. It was further suggested that timers on the blowers be installed as suggested by Mr. Arney. Mrs. Roberts then mentioned the contract proposal of Mr. Arney regarding the operation of the sewage treatment plant. Discussion followed. Commissioner Clark offered a motion that the sewage treatment plant be accepted with conditions and such conditions be set by the Town Manager as follows: Timers are to be installed on the blowers; sprinkler system and landscaping to be installed; letter of guarantee to be supplied per the terms of the performance bond, that the foregoing be complied within 30 days and if these conditions are not met, funds are to be withheld by the Town to insure payment thereof. The motion was seconded by Vice Mayor Joy. Voting Aye were: Mayor Gilday, Commissioner Clark, Mumford, and Bauer; and Vice Mayor Joy. The Special Meeting was concluded at 10:30 A.M., and the Mayor then advised the workshop meeting was in session. A lengthy discussion took place regarding the issuance of Temporary Certificates of Occupancy for the Ambassadors South. The Town Commission were addressed by the Building Official as to safety precautions, etc. It was the consensus of the Town Commission that they rely on the judgement of the Building Official and the Town Manager with respect to the issuance of Temporary Certificaes of Occupancy for both of these buildings. (About 11:25 A.M. - resumed workshop meeting to consider proposals toward the possible settlement of the Healy litigation.) Attorney Becker stated that the discussions of this portion of the meeting not be on tape: all discussions should be held without prejudice to either party. The Attorney for the Van Lennep interests, Mr. Shalle Fine was present at this meeting. He didn't see how either the Town or the Van Lenneps could negotiate at this time since they (Van Lenneps) were requesting 90 units per acre. There were discussions for over an hour. Another matter discussed at this meeting was the building permit for Parker. This proposed construction has had one extension granted by the Building Official, due to expire on January 8, 1975. The Town Manager advised that Parker desired to appear before the Town Commission seeking permission for another extension. This request was der~.ti~.
