1975.01.17_TC_Minutes_SpecialMINUTES: SPECIAL MEETING OF THE TOWN COMMISSION - JANUARY 17, 1975. Mayor Gilday called the Special Meeting to order at 2:00 P.M., the at- tached notice, Attachment "A", advised that the meeting was called by the Town Commission to consider and have a proposed first reading of an ordinance for increasing water charges. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners Mumford, Bauer and Clark. Also in attendance were: Mrs. Roberts, the Town Manager, John P. O'Grady, Building Official and the Town Counsel, Tom Sliney. The Town Manager referred to the study completed by the Finance Director, Mr. Drasal, see Attachment "B" which shows what increases would be payable if the proposed rate increase were adopted. The matter was discussed at length, In regard to the proposed sewer increase, it was determined that the rate would not be raised at this time. ORDINANCE: An ordinance of the Town of Highland Beach amending Chapter 29, of the Code of Ordinances regarding charges for water service was read, by title, for a first reading. The Town's Counsel advised that if the matter is considered at the regular meeting scheduled for February, the publication relative to the proposed • ordinance should advise that the meeting is a Public Hearing. The rais- ing of the water rate charge is to be further discussed at the Workshop Meeting of January 28th and be put into the Monthly News Bulletin. In the bulletin care to be taken to properly explain that the increase--due to losses, does not include depreciation and interest costs, and results from insufficient revenues versus charges for a number of years. The meeting also had some informal discussion regarding benches being donated for the bicycle path. Interested residents will be apprised thereof via the bulletin. Mr. O'Grady advised that he has written to Radice regarding their request for an extension of building permit, Attachment "C". It was the consensus of the Town Commission that if Radice requests a hear- ing before the Commission, this matter be added to the Agenda for the January 24th Special Meeting.
