1975.04.29_TC_Minutes_Workshop MINUTES: WORKSHOP MEETING OF THE TOWN COMMISSION - APRIL 29, 1975. • At 9:30 A.M. Mayor Gilday called the workshop meeting to order. Present were: Mayor Gilday, Vice Mayor Joy and Commissioners, Mumford, Clark and Bauer. Also present were: The Town Manager, Elaine W. Roberts, the Town Attorney Thomas E. Sliney and the Finance Director, Mr. Anton Drasal. The subjects for discussion at this session are shavn in the attachment "A", the agenda. There were no public requests. Mayor Gilday introduced Mr. Gene Caputo of the Palm Beach County Area Planning Board and he addressed the members of the-.Town Commission with respect to the Town's proposed Capital Improvement Budget. The graphic data now on display in the Town's conference room was shown and explained. The attachment, "B" is a copy of the information. He advised that the proposed expenditures by fiscal years, and by categories are shown in total for each fiscal year, then totaled by category for the 5-year pro- jections and also reflects a grand total. This information is the only remaining item required to meet the State's requirements for certification • re: Comprehensive Land Use Plans for each Municipality. He praised the Town's submission of all other data which has been reviewed and found acceptable to the Area Planning Board. He requested the Town Commission to adopt the proposed format which he stated would be beneficial in the passage of a Bond Issue, if any. He further advised that additional forms are required to give detailed explanations of the sources of re- venue for the capital expenditures. Mr. Caputo informed the members of the Town Commission that he would be working with the Town Manager and the Finance Director on this plan. When the data is ready for submission to the County it was his opinion that up-dates should be done twice a year as well as reviewed with the Fiscal Year Budget Data. There were questions as to whether the purchases shown in the proposed Capital Improvements Budget would be considered the expenditures and amounts thereof for the years shown and the reply was, "only for the Current Fiscal Year", all others are projected appropriations and subject to change. The Town Manager requested that the dedication date for the Betty Jean Stewart Path be postponed as there are several additional problems still to be resolved. She is pursuing this with the Town's Consulting Engineers. There was considerable discussion regarding the work of the Lauderdale Contracting Co.'s contract. Undelivered valves and payment therefor. was also discussed. The members of the Town Commission were informed by the Town Manager of several complaints she had received regarding the excavation of sand from sites of the Highland Beach Ambassadors. Mr. Losee, in audience, advised that he had been informed by Mr. Totz that the Highland Beach Ambassadors' Executive Committee had a meeting and would begin construction at the north- end, in about 90 days, building 240 units. At the south-end it is proposed that sea oats be planted. Mrs. Roberts circulated a letter from a Realtor which offered for the appraised value of $25,800.00 a lot for purchase. The lot is in the back of the Church rectory and does not have ready access thereto. It was the consensus of the Town Commission that the acquisition thereof would serve no useful purpose. The Planned Use report for Federal Revenue Sharing Funds to be completed for Fiscal Year 1976 was discussed. It was the agreed opinion that showing the use of such proceeds in the Miscellaneous category would afford the Town more flexibility in the expenditures thereof. • Mrs. Roberts advised that the painting and repairs of the Bel Lido Bridge had been completed and she would be inspecting the work before she approved the bill for the work done. The Town Commission was also informed of requirements of the Flood Control District regarding the Town's Water wells approval. Commissioner Clark inquired as to Lauderdale Contracting Co. cleaning-up undeveloped properties. There was additional discussion as to the $100.00 a day penalty still in effect and requirements under their contract and that pictures taken before work began will ensure the restorations in these areas. Mrs. Roberts advised that the Finance Director was ascertaining the total costs incurred to date for legal fees and that changes may be needed to be made in the costs shown in the amendment to the General Oper ating Budget whoch is subject to consideration at the Special Meeting which is to follow.
